They screwed up and let the van go. All they have left is to lean on people. And I mean lean hard. They need to get this guy!!!!!!

Where in Ok did he go? Any properties to search? Any UIDs found along his path from Joplin to Ok?

Why has nothing been done on this case? I'm reading they searched an old mining pit in 2005, and weren't able to drain it completely and called off the search without uncovering any evidence.

This man who says that he dropped her off at a pawn shop, was just allowed to roam the streets? Do we have a name? Was his vehicle ever searched and forensic evidence processed? Was this case just dropped? I'm confused.
I went to elementary school with Tracy and I am sick there has been nothing done. There was a person of interest they picked up in Tulsa but not sure of what came of him.

Pickett Cold Case @10 (7/25)

On August 11th, 1992, 14-year-old Tracy Pickett spent the night at a friend's house in Webb City, Missouri. Authorities say there was a party at the home that night. The next day, she was missing. It has been presumed that she was murdered.

Investigators followed a lead that a man going by the name of Billy, who was at the party, offered to take Tracy home in his black van at one point. Authorities also got a tip that they were headed towards Tulsa, Oklahoma. In 2008, KOAM spoke to Carl Francis who was a Lieutenant with the Joplin Police Department at the time of Tracy's disappearance.

Authorities are searching three ponds in northwest Joplin for the remains of a girl who disappeared in 1992 and is believed to have been murdered.

Joplin police and the Missouri Department of Natural Resources were using sonar equipment to search the ponds for evidence of 14-year-old Tracy Pickett. She disappeared after going to Webb City on Aug. 11, 1992, to stay overnight with a girlfriend.

The Joplin Globe reports a deceased suspect in the girl's disappearance formerly lived near the ponds.

Nothing found in pond search in Joplin girl’s disappearance

A search of three ponds in Joplin yielded no new evidence in the case of a 14-year-old Joplin girl who disappeared 26 years ago.

Joplin police and Missouri Department of Natural Resources employees spent about 3.5 hours Wednesday searching the ponds with sonar equipment and ground-penetrating radar.

Police Capt. Larry Swinehart said searchers found no clues to help solve the disappearance of Tracy Pickett, who has been missing since August 1992.

Details of Disappearance

On August 11, 1992, Tracy left her Joplin, Missouri home to spend the night with a female friend in the 800 block of Daugherty Avenue in Webb City, Missouri. Tracy's mother allowed her to go, thinking her friend lived with her parents and they would be there to supervise; in fact, the girl lived on her own.

There was a party at the residence that night. According to witnesses, one of the guests, a man named Al, kept staring at Tracy all night and even asked her if she was wearing panties.

Eventually he offered to give her a ride home to Joplin so she could change her clothes. He was supposed to return her to her friend's apartment afterwards. He drove a black van with two sunroofs, louvered side windows and Oklahoma license plates, and witnesses stated there was a gun inside it.

Tracy has never been heard from again. A week after her disappearance, authorities located and interviewed the individual who gave her the ride. By then he had left the state. "Al" was actually named Lowell Andrew Billy, and he had a prison record. Billy claimed he dropped Tracy off outside a pawnshop in downtown Joplin.

A female voice Tracy's mother didn't recognize left two messages on her answering machine, one on the night of August 11 and one at 10:00 a.m. the next day, saying Tracy was on her way home to change her clothes. When Tracy's mother realized she was missing, she went to Tracy's friend's apartment and found her daughter's shoes in the bedroom closet.

Neighbors who lived nearby reported that on the morning of August 12, they saw a young girl running down an alley screaming, "Get away from me! Leave me alone!" At about noon that same day, a witness reported seeing Billy cleaning out a van near Carthage, Missouri; the van matched the description of Billy's vehicle, but police were unable to verify that the van the witness saw was in fact his.

A year after Tracy's disappearance, Billy was charged with contest to kidnapping, rape and forcible sodomy in Oklahoma. He eventually pleaded no contest and sentenced to seven years in prison.

During the summer of 1993, he had picked up a Tulsa, Oklahoma woman who was hitchhiking, held her captive for about four hours, and beat and sexually assaulted her. He was released from prison but later jailed for failing to register as a sex offender.

Police stated they believe Tracy was murdered, and Billy is the prime suspect in her disappearance, but authorities have no evidence to charge anyone in her case.

Authorities attempted to drain an old mining pit in the area in 2005, thinking Tracy's body might be in it, but they were unable to drain it completely and called off the search without finding anything.

Tracy's father is now deceased, but her mother is still alive and hopes she will be found. Her case remains unsolved; Joplin police are investigating.

Sleepover Nightmare: Tracy Pickett Cold Case

The sun broke over the horizon on August 12, 1992, and Blaser expected to see her daughter soon. Instead of her sassy little girl bounding through the front door, Blaser received a strange voicemail. It almost sounded pre-recorded. The female voice was unfamiliar to the worried mother.

“Tracy is on her way home to change her clothes”

This strange message was sent twice, but Tracy never showed up. Blaser went to the friend’s house searching for her daughter and found Tracy’s shoes in the closet, but didn’t find her little girl. “Al” was nowhere to be found, but witnesses claim he was the one who gave Terry a ride home to get new clothes.

Police discover “Al” is an ex-con named Lowell Andrew Billy. He drove a black van with Oklahoma license plates. The van had louvers down the side windows and boasted two sunroofs. Witnesses say they saw a gun inside. It took police a week to track him down, but by then “Al” had left the state by then. He claimed to have dropped the teenager off in front of a pawnshop in downtown Joplin on the morning of August 12th.

Neighbors claimed to have seen a young girl running down the alleyway screaming “leave me alone,” on the next morning. There was a possible sighting of the van near Carthage, MO. Witnesses say they saw “Al” cleaning out the van around noon, but authorities were unable to verify this sighting.

A year later, “Al” was arrested in Oklahoma for kidnapping and forcible rape of an Oklahoma woman. Police claim Lowell “Al” Billy is the prime suspect in the disappearance of Tracy Pickett, but there isn’t enough evidence to arrest him. “Al” spent time in jail for his crimes in Oklahoma but was released after a few years. He was re-arrested a short time later for failing to file as a sex offender and was incarcerated.

In 2005, police attempted to drain a mining pit in the local area without results. In July 2018, the Joplin police department began searching local ponds following leads on the other ex-con that showed up that night. Ernest “Michael” Hensley was dating one of the girls and was friends with “Al.” Police are looking into the now-deceased Hensley in hopes of finding evidence as to what happened to Tracy Pickett.

Does anyone here see it possible that mr lowell or mr Hensley could be involved with the unsolved case in Springfield, Missouri on June 7. 1992? Don't mention that case name on here or your response may be deleted since that case is currently not allowed for Discussion on this website.

"Al" Lowell Andrew Billy the main suspects, the one who was staring at Tracy at the party and gave her a ride had been in federal prison in Oklahoma. He was transferred to Dallas Residential Reentry facility where he is currently. He is set to released this year 9/8/2021.
