I came to that conclusion as a local. Our local cops are fine, but stellar investigative work is asking a lot in Cumberland Co., IMOO. If there's a textbook on investigating, theirs is probably pretty dusty. They need FBI. I can tell by Webb-McRae's demeanor that she would love a real lead. When she's putting a gang member in jail on a gun charge, for example, she is much more in control of press conferences.

This is a list of allocated resources Bridgeton has involved, off the top of my head. I may have missed some info.

NJ state police helicopter and thermal imaging

Multiple agencies involved, Local, State, Federal.
FBI Child Abduction Rapid Deployment Unit,
Fire department personnel and K-9 units searching.
Alec the bloodhound. Dulce's scent was tracked for an hour in the park, then lost.

Many Volunteers, Dive teams. They drained a waterway.
Sonar, media specialist. Social Media
Several surveillance videos found.

75 interviews conducted, probably more. now. Dulce's father not located yet.
 
This is just a thought and I want to make clear I’m not accusing the mom but is it possible that the mom and DMAs father have any arrangements in regards to their daughter that maybe grandma (Who is the legal guardian) doesn’t not approve of. How is the grandmas relationship to the dad? How come he cannot be reached by LE for comment? So many questions ???? This is so frustrating to watch and not have any solid updates :( IMO
 
Who knows the phone situation at his home. For a lot of people they may not have a phone. You have to call this person to call this person to tell this person to call back. It’s not as simple for some people.

I know when my husband has to talk to an uncle it may take days to get a call back. And this is Central America.
 
I’m new to this site but after reading over all of the information released so far this is my theory:

I don’t think any abduction took place. I believe her brother “knocked over” her ice cream (at that age siblings fight over any little thing). The boy started crying and said “I’m going to tell mom”. At this point she started to run away (towards the location where he apparently pointed) because she knew she would be in trouble and maybe feared her mom. The boy ran to the car and made the statement about my ice cream being knocked over. When kids cry it is sometimes hard to understand what they are even saying or upset about.

At the boys age he can comprehend someone “taking” or even “walking with” his sister somewhere. Which is why I believe he never saw anyone else with his sister or he would have been able to state that within this time frame.

One question I have is if there are any storm drains or sewers in that location? When kids are scared they run off and usually find a place to hide. They can easily get lost. I believe the answer is in the park and they need to seriously re examine every last inch including anything underground and every building in the area.
 
I would be very surprised if he didn’t know her. BUT, did she know him? This was not a guy basically running around in a clown outfit, (and yes that came to mind) this was a stalker. This was not someone who said ‘look a loose little girl’. This a a monster. And other parents need to be alerted to him. She won’t be his last. And yes, I’m sorry, I feel her poor body is right under their noses.
I agree with you. This perv has no problem blending in that particular community that’s what makes him so dangerous. I bet he probably spoke to her in Spanish to gain her trust. He knows the area and has been at that park before IMO
 
The physical area around the park has been searched rather extensively. It would seem that the victim isn't in the park or immediate surroundings.

In most cases of stranger abductions, they are random. Meaning that while the person may have had abduction/disturbing thoughts they didn't set out to abduct anyone that day.

This is usually their downfall, as they panic and make a mistake.

The length of time having passed with no additional evidence coming out does not bode well.

There are so many things he could have said to her to get her to come close to the car. I imagine he would try to be as inconspicuous as possibly, and then when she got close enough, put her into the seat quickly, close the door and drive off. Even if she had started to cry I doubt anyone would hear with all the noise from the people playing basketball, and others hanging around.

Yes, women abduct children as well but in this case LE seems to be sure they are looking for a man.
I hope she's found soon but at this point it may be too late, especially if she was abducted by a stranger.

Police have continued to pull over any red vans they see in the area, as one lead police has been that a man led Alavez from the playground to a red van with a sliding side door and tinted windows.

"At this point in the investigation, we continue to consider all possibilities. We remain hopeful that we're going to find Dulce alive," Webb-McRae said, adding that authorities are seeking to speak with the little girl's father.

Dulce's father is believed to be in Mexico, police initially said, but his exact location remains unknown and authorities have not said in recent days if he has been in contact.

"I'm not sure there's ever been so many police officers in Bridgeton," Deacon Arnaldo Santos of Holy Cross Parish said Monday.

"We're giving moral support and prayer, having vigils and praying the rosary," Santos said. "They know the doors of the church are open to them."

The boyfriend, a 27-year-old Mexican citizen, "is part of an ongoing investigation by local, state and federal law enforcement partners and ICE cannot comment further," ICE spokesman Adrian Smith said in a statement last week, refusing to confirm whether the investigation into the boyfriend involves Alavez's disappearance.

This bothers me as well, especially with the areas of water around. Kids can hurt themselves so easily at that age, even with no kidnappers around. Kids should know to wait for an adult at that age or to stay within eyesight.
I guess that’s behind us now, overshadowed by the desperate search. My hope rests on surveillance cameras from various businesses along the presumed exit route. Procedures have evolved in the last few years; let’s pray they are closing in on a Suspect.

Heartbreaking.
