A diocesian priest on long term assignment outside of his diocese (in this case Las Vegas) would still remain a diocesian priest of Las Vegas with his true superior being the Bishop of Las Vegas. His day to day supervisor could well be somebody else.

Likewise, he could, as you stated, be a visiting priest from elsewhere. If this is the case, he would need the local Bishop's permission to do ministerial activities not related to his visit in Las Vegas. Though I doubt any Bishop would enforce this requirement over a single blessing.

One way to tell if he is diocesian or religious would be to look for initials after his title (osb being a famous one). These initials would be those of his religious order. Dicoesian priests usually don't have those.
While blessings may be considered a ministerial duty, for a priest, that would be like trying to regulate the number of chips he's eating per day. Blessings are frequent. A priest could be on holiday and if someone asks him on a train ride to bless them or a rosary, he does not need permission to perform ministerial duties even if he's on holiday on Mars, well outside his diocese.

However, he was in Las Vegas to perform ministerial duties through his involvement with the union, specifically to offer comfort and minister to the employees who were having difficulty after this tragedy. So he would not need separate permission to perform each individual ministerial duty.

-No, that’s why I stated that I have no inclination that he would be a mole, but from a legal standpoint that can be treacherous. That is ONE of the reasons for a ‘No Access’ to the Crime scene. It doesn’t matter if it’s not active.
It does matter. It's been photographed, processed, and documented and released back to the hotel. They are ordered not to destroy it. Most of the evidence that they will rely on is the evidence that was collected anyway.The legal team will want access for their own reasons that are not part of a criminal investigation on that area (It was already completed). Also, you have no idea how they went about blessing it. It is possible that lawyers from both sides were present. If not, I am sure MB's lawyers were present. They may even have video taped the process for their own protection.

This is a non issue. Just because we may not like something does not mean it is nefarious.

The public?- probably not. It is, however, open to two groups of people:
A. Those whom a judge has ordered to be given access
B. Those whom the property owner decides to grant access to.

Group 'B' apparently included a priest. My guess is that the attorneys are going to be disappointed as I doubt they will not find any "smoking guns" to further their lawsuits with. Rather, they will simply find a standard Las Vegas luxury casino suite.

Adam Le Fevre, an Australian who once dated Paddock’s girlfriend’s sister, told TV celebrity news show A Current Affair that he’d travelled with Paddock, Marilou Danley and her sister in the past, including prior trips to Las Vegas and the Philippines, where both women had family.

Although Danley had told authorities that she remembered Paddock as a kind and loving man, Le Fevre painted a different picture, saying the gunman had made Danley “nervous and jittery” by behaving in an abrasive and denigrating manner towards her on these trips. The Australian businessman also maintains that Paddock frequented prostitutes on his casino visits to Sin City.

Investigators believe the gunman might also have considered Boston for his attack. According to his internet activity, the killer had recently made online searches of Fenway Park and the Boston Center for the Arts, both of which hosted music festivals this past summer. It’s unclear if Paddock ever traveled to Boston or held hotel reservations near those venues.

It appears Paddock had his plan in mind dating back to at least the early summer. Whether he was simply scouting concert festivals in Chicago or Boston, or whether he planned to actually carry out the attack at those locales but got cold feet, remains a mystery.

But the weekend before the Las Vegas massacre, Paddock did at least one final test run. He rented condominiums inside The Ogden in downtown Las Vegas. The condo building overlooked the site of the Life is Beautiful Festival that took place September 22-24.
Paddock is believed to have been inside the building, where he would have had a clear sight line to the concert festivities.

On the topic of weight, I wonder what is the source as it doesn't say. This DailyMail article also mentions an Australian who dated a sister --

"The Australian man, who wanted to remain anonymous, had multiple encounters with Paddock between 2013 and 2015 after he started dating his girlfriend's sister."

But in the same article, as opposed to SP gaining weight, the opposite. (Not that DailyMail is always a reliable source, not sure about casino.org).

"Paddock had reportedly experienced significant weight loss in the lead up to the shooting."

Assistant Sheriff Joe Lombardo won the June primary and has Gillespie’s endorsement. Retired Capt. Larry Burns is backed by the union’s rank-and-file officers.

Lombardo is the favorite. He has raised $1.7 million, but Burns is supported by 96 percent of the Las Vegas Police Protective Association, which could deliver the help of hundreds of officers to turn out voters.

Joe Lombardo

Career

Lombardo earned two degrees from UNLV — one in civil engineering and a master’s degree in crisis management. He graduated from the FBI National Academy and joined the Army, serving in the National Guard and the Army Reserve. He’s been with Metro for 25 years.

As assistant sheriff, he falls third on Metro’s cop hierarchy after Gillespie and the department’s vacant undersheriff position — a considerably higher rank than Burns achieved before retiring.

Supporters

Lombardo’s supporters include Sheriff Doug Gillespie and former Assistant Sheriff Ted Moody, one of seven candidates who was weeded out during the June primary.

He’s also backed by Bill Young, Gillespie’s predecessor, and former Sheriff Ralph Lamb, an old-school lawman who led the department in the '60s and '70s and was then known as the “Cowboy Sheriff.”

Background

The son of an Air Force veteran, he was born in Japan before moving to Las Vegas in 1976 and graduating from Rancho High School. He’s 52.

Goals

Lombardo says he wants to reorganize Metro by decentralizing staff and moving people closer to the communities they serve. He also wants to address concerns about officers’ use of force.

Campaign finance

His campaign reported raising about $1.7 million as of Tuesday. Lombardo raked in big donations from casinos that include Golden Nugget, Red Rock Resort and Wynn.

Why Lombardo thinks he should win

Lombardo says he’s the obvious choice because of his education and “most concrete, answerable vision” for reform at Metro. He says he wants to hold the department more accountable professionally and fiscally.

Personal

In forums and at press conferences, Lombardo isn’t as outspoken or approachable as Burns. People say he’s more interested in results than niceties.

He’s a self-described policy wonk — his favorite reads come from publications by the Police Executive Research Forum and the International Association of Chiefs of Police.

Lombardo has a fianceé, a 16-year-old daughter from a previous marriage and a 10-year-old dog called Jasper.

According to his website, he served on the Goodwill of Southern Nevada Board of Directors.

Larry Burns

Career

Burns attended Brigham Young University for two years but didn’t earn a degree. After a two-year mission in Ecuador, he turned to construction work in Las Vegas before joining the police department. He worked at Metro for 27 years before retiring last year as a captain.

Local activists praise Burns for reducing crime and improving community relations in the department’s Bolden Area Command, which includes a poor and historically black neighborhood in the heart of Las Vegas.

Supporters

Burns’ biggest endorsement comes from the Las Vegas Police Protective Association, Metro’s biggest union. He’s also backed by Attorney General Catherine Cortez Masto and former Sheriff Jerry Keller, who preceded Young and Gillespie.

Background

Burns’ father was in the Air Force and he was born in London. He graduated from high school in Maine and moved to Las Vegas in 1980. He’s 56.

Goals

Burns' top goal is to reduce crash-related deaths because the issue “affects every one of us.” He says he wants the department to start responding to all wrecks again. Earlier this year, Gillespie ordered Metro officers to stop responding to most minor car accidents.

“It’s a deep concern to me,” Burns said, “because our current practice is not what our public wants.”

Burns’ campaign raised about $926,000 through Tuesday. His biggest contributors are also casinos, and they include Mandalay Bay, MGM and Bellagio.

Burns thinks he should win because he has the support of Metro’s officers. He says he also has a good plan to move the department forward by focusing more resources on crime prevention. And he thinks he’s a good communicator, which he considers key to running a successful department.

People who know Burns say his biggest assets are his charm and ability to lead. In a nutshell, he’s likable.

He’s been married for 30 years and is the father of eight children. He has two grandchildren, with another on the way. He likes working with kids. He’s taught Sunday school, served as a Boy Scout leader and lectured youth groups.

His favorite book is “Man’s Search for Meaning,” and his favorite flick is the 1990s western “Tombstone.”

If it was at the request of the employees I think it's okay, but it depends on MGM's policies when it comes to religion. On government property it would be different. We also don't know if the manager who made the decision was reprimanded for it. It's hard for me to believe it was okay for her to approve something like that.

As for other times I can find a lot of links of prayer vigils, but nothing specific about the blessings other than a playground at Sandy Hook but that was a year after the shooting there.

Father Joe McCaffrey, the Catholic chaplain for the FBI office in Pittsburgh, was the only priest allowed at the pulverized site of the crash. It had become a restricted crime scene. He did what the Church could do for the victims: He consecrated the ground and carried out the Church’s prayers for the dead.

He stayed there 10 days, consoling the living. The families of the victims started coming, and the first to arrive was the Catholic family of a flight attendant.

“They asked if I had prayed and consecrated the ground,” Father McCaffrey recounted. He reassured them that he had, and they talked about their daughter — who she was, what she was like and what they think she would have done on Flight 93.

Question -- other than the residence in the gated community in Mesquite, NV, is it known if SP owned any other real estate at the time of his death? Iirc he did own revenue property and a 2nd residence (?) in the past but I'm unable to find even one link mentioning current secondary property.

"lost a significant amount of money" isn't quantified but if the net worth of SP was at one time $2+ million and by Oct, 2017 he had nothing much left except the value of his home, that'd be significant for sure.

Campos was back on the job Monday, according to the Las Vegas Review-Journal, which said MGM Resorts is still housing him. The security guard had been staying at the MGM property on the company's dime as an acknowledgment of his actions during the deadliest mass shooting in modern U.S. history.

Campos has been mostly out of the public eye since the October 1 slaughter, which has raised some suspicion as police struggle to piece together the story behind the shooting. A veteran trial lawyer told the Review-Journal that if MGM is trying to influence Campos’s testimony, “it’s reasonable for people to suspect that they could be engaging and trying to control what his testimony or what his statement would be.”

Campos, 25, became the center of attention as authorities were trying to reconstruct the massacre’s timeline. Newsweek reported that the security guard helped guide police to gunman Stephen Paddock’s room on the 32nd floor. Las Vegas police said Campos was shot in the leg as Paddock’s assault was winding down, causing the gunman to panic and eventually kill himself.

Authorities changed the timeline repeatedly, adding that Campos was shot six minutes before Paddock opened fire from his high-rise room at 9:59 p.m. The story changed once again with Campos being shot at 10:05 p.m., Newsweek reported. It was unclear at the time whether Campos had called 911, and much of his personal background remained a mystery.
