Owner/seller is from Portland. It apparently is a tee she "upcycled" into a tote bag. Betting she purchased it locally or somewhere in the CA/Oregon area. But also betting the detectives will have (or soon have) a relevant list of hawk shirt retailers from the Mark Pack Works company. (?)

Something else about the t-shirt: since the artist's name/copyright was included, and as it appeared to be a quality tee, it's likely that this shirt was sold by a known/reputable company and was not a cheap knock-off by more disreputable companies later (eg. the Singapore conglomerate). To me that might indicate the likelihood that the shirt was sold in the late 1970s to early 1980s. From what was in his bio on the memorial pages, it seems the knock-offs that eventually came later caused this artist to "close up shop" and turn to sculpting.

By the weave in our subject's shirt I am going to bet on a name brand like Hanes to go with the underwear.
I spent about an hour flipping through T's at Goodwill today just on the off chance. About 100 white shirts and everything else was colors, especially black. I did find one eagle shirt but decidedly modern. I was curious about the knock offs anyway and saw that most printed T-Shirts are shabby material.

Less immediate contact info for her is also on her Etsy page (anyone can message). Because of her location (OR), it's likely she or family member owned/wore it at one time, and just recycled it for her shop.

ETA: As an Etsy person myself, I'll admit to having my doubts she'd have saved the arms and neckband from her sewing project. But who knows? Maybe her workspace is far more organized than mine!
