I do not use Veromi but I guess I should add it to my resources now!

Veromi is the only site I am aware which allows a first name only search with a full date of birth. Everything else requires a surname, at least that I have found.

I use veromi.net and integrascan most often as with integrascan if the name is common enough it will offer full street addresses and a mo/year of birth to help narrow possibles. Integrascan does limit the number of free searches daily

A combo of the above is what I found works best for my searches...

I was looking around the internet and found a girl that might be Cali. Her name is Paulette Susan Jaster. There are a lot of negatives that indicate it is not her. The age and the fact that she was spotted in Mesa, Arizona in 1980. However, there are a lot of positives too. Nose is very similar. The fact that she liked unusual jewelry. She had a bracelet that was made of turquoise stones and she was believed to be in the Mesa area. Nose and facial features seem very similar. Height and weight are almost exact.

That's not Paulette. Paulette briefly worked a couple of jobs in Mesa Arizona in 1980. Her employer recognized her from a photo, and she used her own name and SS# when she was hired.

Stats are near perfect match. Time frame is perfect for a short stop in California/Florida. Plus, she is of Native American descent and the jewelry found on the JD are Native American.

The only con at all is that she went missing with her cousin. One would assume that if they ran away together they would have stayed together.

Besides that one con everything matches.

No picture is available, unfortunately.

Edit: she went missing from an Indian Reservation

Dunno how updated the info was in NamUS, so I called it in. Waiting for a reply. Will keep you updated.

News paper article found pre Elsie missing.

There is an implying of neglect (indigent is politically correct for poor people who can't take care of themselves), which would fit into this Jane Doe as she was highly neglected.

MAJOR edit

Luscier last name is found mostly in NY, MA, WA, and FL. Yes, a missing child from WA who had pollen that could have came from FL ended up looking for truck drivers to get to MA gets shot in NY.

Family connection. SHe could have come to the east coast to meet her extended family!

Right now that is speculation on my part, but it is something that needs to be explored right away

The more I look at it the more suspicious that I get.

That was not a stable childhood. He has been in and out of jail his adult life.

That says something. Neglect. It makes sense.

lol, am I making any sense?

Ok, this is a draft in progress of my thoughts.

In 1973, the county sued to remove Elsie and her brother from their home and terminate all parental rights. Due to the lack of digital records, I cannot have anything more than a basic understanding, that there was some sort of fear for their welfare. If it was neglect, it fits into Jane Does medical status, as she was a neglected child, too. I mean, they don't even have ONE PHOTO of their OWN DAUGHTER.

In 1974 a successful appeal was launched by their father. Because the State Supreme court set precedent in that case, it was well known and would be one of the first to be digitized during the rise of the computer revolution. What the case was about was this: he did not have legal representation, and since he was to poor to afford it, the state should have provided it on their dime so he could defend himself from the charges that the county was making. It was an 8-0 in favor of the father.

After that, I can't find anything. The only reason why I found out about that one was because it set precedence. It was an important ruling. After his successful appeal they would have gone through the county process again. No information about this can be found online. I do not know how to request these records. They are public domain, so it shouldn't be that hard. But without those records I cannot get a good idea on her state of mind.

Alexander was a different story. He has been in and out of prison for a lot of his life. He murdered his own aunt. People in stable homes, although they can become that evil, they usually don't. So, that tells me that life in that house must have been bad.

That is why Elsie ran away. Why her cousin came with her I do not know. Did she have her own problems in her house? Are they 100% certain that they ran away together? Asking the family may provide some insight into why she left.

I think she made contact with her extended family for help (from her fathers side. Her mothers side only lived in WA as far as I can tell). They live in FL, NY, and MA.

First off, she had a recent tan like she just came from a beach area (FL was one out of the only four US states that could have been responsible for the pollen found in her belongings). Therefore I can only speculate that the first place that she would have went to was her family in Florida. Why she left there I don't know. What happened to her cousin, I don't know.

What I do know is that she died shortly after looking for rides to Boston. Something could have happened that made her fear for her life, and since MA could have been a safe heaven if someone in her NY extended family wanted her dead, as it was the closest compared to the rest of her extended family, it would be the most logical place for her to go.

----

With the preceding statement I have answered the most pressing questions (except for motive and trigger man) of this Jane Does case file. The only people who I think could have done it was someone in her extended family. She was shot several times. Can someone look over how she was shot and tell me if passion was involved in the killing?

Everything absolutely fits.

I have to be 100% honest here, since if I become to biased it will screw with my mind.

There is one problem with my fancy wall'o text. All of this is speculation, circumstantial as some may say. The only solid evidence I have is where her extended family is from, as I got that from a reliable third party (Sorry the name escapes me in my sleep-depraved state. I will eventually remember it.) But, you cannot ignore this amount of circumstantial evidence. It deserves a closer look. The weakest part of my theory is that I do not know what kind of direct access she would have had with her extended family. In 2011, we can send someone a tweet, a message on their Facebook wall, shoot them an IM over MSN, or even use the archaic technology called the Telephone. In 1979, besides writing, phoning would be one of the only ways to communicate. But still that does not answer the question of how much she knew her extended family.

I have found absolutely nothing from her past at all contradicts anything from JD.

Ladies and Gentlemen, after 32 years, we have just made our first step in returning JD's name back.

I contacted the Tahola School district to find out if the school library has any old yearbooks that might contain a photo of Elsie Luscier. The librarian said that they don't have any yearbooks that old, and the oldest books available date back to the 1990's.

Both the grade-school and the high school are within the same school facility.

Thanks. You rock.

I contacted a library in the area thinking that maybe they have yearbooks. The librarian said that Tahola Park HS was built in the 1990's and prior to that, children from Tahola went to North Beach HS near Moclips WA (which is also a K-12 school).

I think that it is a lost cause to try to find a picture of her.

We could try to see if she could identify her daughter with our reconstructions.

There is one more thing we could do.

I do not know the mothers name. If that could be found we could search for her picture. We could get lucky, maybe the Apple didn't fall that far from the tree in resemblance, and if Elsie is not a match, at least there could be some sort of pictual resemblance for others to go on for her future cases.

I got ahold of the secretary at Pacific Beach Elementary school, and she said that she would do some research to find out if she can find some old class photos from that far back. She says that Pacific Beach Elementary was the closest school to Tahola at that time.

I thank you. I do.

You do a lot of good work here on WS. If you stopped posting for a week we would most likely file a missing persons report on you, as you are too valuable to leave us.

You both rock!!! Look at the great strides you both are going to identify her! I hope you get some answers and a picture.

I have just received this in my e-mail.

After reading your thread yesterday and some of the posts on the websleuth thread, I think I have some information that could help you. After seeing the case you linked regarding Elsie's brother's murder charge, I knew he would have done time in federal prison because the crime was committed on an Indian reservation. So, I typed his name into the Federal Bureau of Prisons inmate locator and he popped right up. Link. With that information, you shouldn't have any difficulty sending him a snail male letter to see if the dead girl is his long-lost sister. There are obvious reasons to avoid contacting a convicted murderer, but you seem pretty committed to this. Even if he's a bad guy, I would think he would still be willing to identify his sister. Let me know if this helps.

The message was sent with the name redacted. Because of that, I cannot say a private thanks back. I would like to thank you for your suggestion.

I would have never even considered something like that on my own.

edit: link in email was left out of my post but was in the original E-Mail. Here is the link http://www.bop.gov/iloc2/InmateFind...=&LastName=luscier&Race=U&Sex=U&Age=&x=73&y=1
