I am talking about the incest. She is refusing to cooperate in the incest investigation. Admitting to something happening, is not the same thing as a sworn statement. As linked in multiple articles above, LE can not bring incest charges without her cooperation. You can't go to court with no victim, or no proof of a victim. They still have the burden to prove two people were having sex. They have no official sworn statement, no victim cooperation. They can't go to court, based on them admitting something with no corroboration. That will not be considered evidence. They have no actual proof of the statement and no victim willing to corroborate the statement. You can't take someone to court, because they said something once.

She wouldn't necessarily be considered the victim in incest case because she is legally an adult. So in theory prosecution could have charged both her and her father with incest. Obviously they don't want to do this.

It's easy to think 'oh that poor girl, taken advantage of by all these men/boys.' But remember, sometimes the woman/girl is no better than the men. She may have actually encouraged/wanted/allowed this to happen.
In the normal world, that doesn't make sense. But we no longer seem to live in a normal world.
