If his family is looking for him and they say he is missing, unless his SSN is being used and even THEN unless it’s absolutely being used by the man in question, isn’t it clear that there should be effort into this man being located?

How sure are they that the apartment in Florida was his and not someone fudging the paperwork? FL and NY are both dropping the ball on this one.

Furthermore, If either department can confirm it’s him and he is alive and well then they should just tell the family that and then they can do with that information what they will.

But until then, their silence speaks loudly of their disregard.

Yes it means a profile has been created but a specific agency has to take on ownership.

It means that between Florida and New York police are unwilling to be the jurisdiction responsible for the case. An agency has to take ownership and assign a case number before the profile can be made public in the system. Until then it will usually stay pending.

I am dealing with the same thing for missing woman Shirley Scott. She is still missing, and was at one point believed to be Grundy County Jane Doe her case file is also "hanging" in the system somehow.
 
I wonder which law enforcement wouldn't take a report. Tampa or Bronx. Intriguing case in the fact that he said he was going to join the Army and was in Florida after he disappeared. If his tax refund check was not cashed in June he must not have been in Tampa very long.
If I’m understanding it’s NY that won’t take the report.
