Rhoden relative charged with evidence tampering in Pike County Massacre posts bond

WAVERLY –*The brother of a victim of the Rhoden family massacre was formally charged Wednesday on felony charges of*evidence tampering*and*vandalism*related to the 13-month investigation.

A deputy led a shackled James T. Manley, 40, into the Pike County courtroom amid a gaggle of media and several of his family members. The charges allege he took a GPS tracker off his truck and smashed it on the sidewalk, just a little over a week after investigators obtained a court order to place the surveillance device on the vehicle.

James Manley, 40, of Pike County is charged with:

  • one count of tampering with evidence, a third-degree felony;
  • one count of vandalism, a fifth-degree felony.
Authorities consider Manley a witness in the murders, and for some reason investigators wanted to keep track of him. So Maj. Alan L. Lewis of the Ohio Bureau of Criminal Investigations secretly put a GPS device on the frame of Manley's truck on April 22. It stopped operating April 28, according to a request for an arrest warrant signed by Lewis.

The warrant, signed by Pike County Common Pleas Judge Timothy S. Hogan, indicated authorities believe the truck was “used as a means of the commission of the crime’’ of aggravated murder. Or it was in the possession of another person with the intent to use the vehicle as a means of committing the crime, the warrant stated.
The search warrant never names Manley as a suspect, nor does it state that it is tied to the Rhoden homicide investigation.

Pike County murders: State pressuring Manley family, lawyer says


Manley, a logger like his retired father, lost a job in Troy due to the publicity surrounding the case, Boulger said.

Using a synonym for people who are reserved or quiet, he called his client a “reticent” individual.

“He seems like a hard-working fellow who’s concerned about his family and has done well by them,” Boulger said.

The family whose properties were searched last month in Pike and Adams counties said they have no idea why they were targeted, nor were they told what authorities may have been looking for. . .

The Wagners said officials left their property, which had been methodically packed and covered by tarps, exposed to the elements while they took a family vacation to Alaska. They said many items were either destroyed or remain missing.
