Wonder why the cops were called ?
Just saying some people handle this privately.
Was Harley yelling ?
Out of control breaking things ?
Did the parents have to restrain him at all ?
Did the sister help to calm him and failed ?
Were the neighbors upset ?

Even with Harley's broken phone I don't know that waiting until Sat. night was the best option.
Might be too much like a controlling helicopter parent, but they could have called around to all of his friends or driven by their homes.

I have not placed blame on his mother for disappearing or harming him.
I am trying to nail down an actual timeline.
Facts seem to be VERY HARD to come by in this case. That bothers me. If someone took him - they have Atleast a 44 hour head start. That’s IMPORTANT as it is inconvenient

The way I keep seeing that surveillance shot, I guess I keep looking at it to much because it started looking like a Rorschach test. I was trying to figure out what type of coat it was and if there was a book bag and if those were sweats...then my eyes crossed. I didn't know if the picture was blurry or if it was me. I mean it looks like it could be a thin puffer jacket, sweats and black shoes and a mic or dog or something following him. I really wish they would or could clean it up just a little bit BUT I know it's an older system (so they said) and my eyes are kinda crap.
 
I really wish people wouldn't say things like this about Harley. Was he really a difficult kid, or was he just reacting to situations going on in the home? Sometimes it's easy to scapegoat a child when parents are experiencing their own difficulties. Or trying to make excuses for them. I'm not saying that happened in the Dilly household, I'm just saying that Harley could be a normal everyday kid in a difficult family situation. We just don't know yet.

I'm not saying he was a difficult child, I am simply reporting what he reported in his YouTube videos. He said he was "banned for life" from the local community library. He said that he was charged with "menacing" when he set up a fight and recorded it on YouTube. Maybe difficult is not the term that is acceptable, but different would definitely describe him.

I doubt that anyone that knew him would ever describe Harley as a normal everyday kid in a difficult family. He was probably an odd kid in an equally odd family. If he was high functioning on the spectrum he would have friends, but they would never know it. He would seem aloof, but friendly, but in an odd and quirky way. They would never know if he liked them or not. Most often in anti-bullying schools he would be accepted, but not embraced. People would just be kind to him.

This is just my professional opinion........

  • Thursday, December 19 from 3 p.m. to midnight
  • Friday, December 20 from midnight to December 21 at midnight

She elaborated on the official missing group and said he came into her room but it was too dark to see him, she just talked to him
 
From looking at his YouTube, Instagram, and Facebook accounts he actually wasn't on that often. I estimate once a week, when he was able to get a reliable wifi connection.
Three weeks ago, he uploaded 6 videos to YouTube in one week. Once a week was a bare minimum.

Once again, I am going to play devil's advocate.

How many times have we let our children out of the house knowing what they would wear? Yeah, the only clean pants are grey sweats, they are gone. So is his coat and black sneakers. He always wears his glasses, so they are gone. But the description doesn't include the shirt under the coat. Why? The mom couldn't see it. But I am willing to bet that if they took her through the room she would be able to find the shirt that was missing. That is what parents do; we know what clothes our kids are wearing by what isn't there.

Right, the dining out and drinking were Thurs. evening and Harley was told by the friend's dad to 'go home'.
We assume he made it home because the mom talked to him Fri. morning or saw him-- not clear.
He was reported missing Sat. night at 11:50 pm.

no the timeline is jumbled up here. Thurs night he is at friends house, goes home around 7. Friday he disappeared. Friday night they went out to eat 30 min away. Saturday doing something, got home and realized he hadn’t come home and reported it to police at 11:50 pm.

December 26th, 2019 - First Press Conference

  • Yesterday, at Christmas, a search was arranged with Ohio BCI, US Marshall’s Office, search and rescue teams from Ohio and outside of Kentucky, Ohio State Highway Patrol, Ottawa County Sheriff’s Office, Port Clinton Fire
  • Planning to search 150 acres. Searching as if Harley is still alive using live find dogs (do not bite people they are looking for) as well as cadaver dogs.
  • Asking Harley to come home and telling him he is not in trouble, want to reunite him with mom and dad
Questions
  • Looking East of Fulton Street (where it is blocked off), looking at 150 acres that are both wooded and farmland
  • There was video footage released that is Harley and is the last time he was seen
  • “Mom and Dad are cooperating fully. And have been since they reported it. There are agents currently talking to mom and dad right now. We’ve searched the house. We’ve got no hits at the house with cadaver dogs at this time. So we are branching out with the live find dogs and the cadaver dogs.”
  • “All I can tell you is in the past is when they have a conflict in the residence, Harley will go away for the night, the first night was not uncommon for Harley to not be there. He had broke his phone about a week ago, so they weren’t concerned that he did not call because he did not have a phone. They became concerned Saturday night after they returned home and he was still not home.”
  • No report of him being abducted and no vehicle mentioned = no Amber Alert
  • Harley fits criteria for Missing and Endangered
  • “On the video, he left by his own free will between the hours of 6 and 7.”
  • “In talking to the friends, no one has heard form Harley other than mom when he was going to school because he wasn’t feeling well. And she said ‘no, you’ll go to school because this is your last day (before break)”
  • “Don’t have a lot of leads…kind of at a standstill now”
  • “Nothing that we’ve viewed or nobody that we’ve talked to that would lead to that (when asked if it was possibly an abduction) but we’re not ruling it out”
  • Asked “Have you had dealings with the family in the past?” Answered “We’ve had a couple calls there. Harley was upset over an incident that happened at home and we were involved. And other than that, that’s about it.” Asked “Was that fairly recently?” And answered “Um…about a month ago.”
  • No comment on history of mental illness or depression or anything
  • “He will not warm up to you…he has to warm up to you before he will even look at you, so.”
  • Asked how he knows what Harley’s temperament is with other people. Answered “Through our school resource officers, the school administration, mom, dad, and his friends.”
  • Asked has he run away in the past. Answered “All I can tell you is his typical behavior is if something is not right at home, he will not come home that night and will come home the next day.”
  • Asked where he goes on those nights. Answered “He has a couple friends in town that he goes to visit. We’ve talked to both parents and his friends. And the only person outside of the video coverage is we have a resident, one of his friend’s, his father talked to him 7 o’clock Thursday night. He was told to go home and the video coverage shows him going home at about 7:24”
  • Sister lives out of state, in touch with authorities there, there has done a check of the residence
  • No indication he was trying to get to his sister
  • “Nothing is missing from the house, credit cards or money”
  • Asked why it is believed he is in danger. Answered “The fact that he is 14 years old. Friday morning, when he left the house, it was approximately 18 degrees…they keep mentioning that puffy jacket. The coverage, I know it is grainy, it looks like he has a hoodie on. But again, video coverage is only as good as we can see. He may have the puffy jacket on over top of that or underneath it. The fact that he is 14 and hasn’t reached out to anybody, we are erring on the side of caution.”
  • Asked if there was any disagreement with the parents beyond I’m not feeling well and yes you’re going to school. Answered “That’s it.” Asked what time that was Friday morning. Answered “6 to 7 pm”
  • Asked about the incident where the police were called a month ago. Answered “He got a piece of electronics equipment taken away from him and he didn’t think it should be.” Asked if he was the person who called the police in that incident. Answered “No.” Asked if there was anything physical. Answered “The parents called and we just had to calm Harley down.”
  • Ground search began and police were also at the home earlier today, will finish 150 acre search today
  • "Harley was a likable student. He had friends he would talk to. He was a normal 14 year old kid."
  • SRO is exploring any possibility of bullying or anything like that
  • LE was watching surveillance video 24 hours around the clock, including Christmas


Press Conference - Friday, 3pm, December 27, 2019
  • Press conferences everyday at 3pm until Harley is safely returned home
  • "We recently had flyers put out with Harley's information. These are going out pretty much throughout the United States, I hope."
  • Asking viewers and Ottawa County area, leave outside lights on at night, so "we can get out across to Harley: if you see a light on at a house at night, we don't want you to be scared, we want you to go knock on the door and have them call the authorities wherever they are at and they will in turn get someone headed your way so we can get you safely returned to mom and dad"
  • Asking everyone in Port Clinton to check camera systems for anything that looks like Harley or anything possibly suspicious

  • Can you talk about the federal involvement in this over the last 20 hours or so? - "They are involved."
  • Are they to support you guys or is it because of a tip received? - "Everybody here is to try to find Harley. And that's our focus here. As you can tell, the command post has been open 24 hours and will remain open for 24 hours. We have local authorities, federal authorities, statewide authorities here assisting us to try to find Harley."
  • Any leads at this point? - "I cannot comment at this time."
  • Any reason to suspect he may have been abducted or not? - "I cannot comment at this time. I'm sorry folks, this is still an active investigation, so my answers are going to be real limited right now."
  • Does he have a history of running away? - "I think I answered that. No, he does not. He has a history of staying over night at friends' houses and that's all we have at this point. Do we have any calls of him running away? No, we do not."
  • Yesterday there was aviation and dogs involved, have you searched water yet? - "We have had the air units up all over Port Clinton. We had the group that I told you about yesterday that have covered the shoreline and pretty much covered the 150 acres prior to us and they are searching all over the city of Port Clinton and we have been actively searching for Harley within the city limits and outside as well."
  • If anyone is harboring him, what would you say to them? - "Please give us a call, we'll work through this. The main focus here is to get Harley home to mom and dad. Thank you."
  • Now that you have searched the 150 acres, have you expanded the search? - "Well, we've expanded the search throughout the United States at this point because we are looking for Harley."
  • How far away are you getting leads from at this point? - "*long pause* I'm going to say we are getting leads from the national, I think just went out today, again Harley's national (holding up NCMEC poster), we are continuing to get tips from all over the United States and we are tracking them down with the help of the agencies in those jurisdictions."
  • Do you still believe he is in the Port Clinton area or is that still up in the air? - "Harley is alive and I'm gonna believe that til I hear otherwise"
  • Is there any chance he made his way to Canada? - "*shrugs* We're looking for Harley Dilly. I have no idea where Harley is at. But again, Harley, come home."
  • Since Monday there has been 4 press conferences, why did it take 6 days for that to be the first press conference? - "I think I covered that yesterday. But basically, the call...at the time we got the call, it was almost 48 hours. We wanted to rule out all the video footage and everything we could. We're still going through that video footage again, and we're trying to find Harley."
  • How prevalent is human trafficking in this area and do you suspect that may be a cause of his disappearance? - "No comment."
  • What about his friends? Have any come forward from school? - "Again, we're searching every lead we get. At this point, I've got limited information I can give you at this time because it is an ongoing investigation."
  • At this point, is it still an endangered runaway or is it starting to transition into a criminal investigation? - "Again, in my heart, Harley is still alive and we want Harley to come home."
  • Will the press conferences continue through the weekend? - "Everyday at 3 o'clock until Harley is returned home, you will see me here if you would like to come here."
  • A family member has told me that they didn't want to talk on camera because police had told them not to, is there any message you could give us on behalf of the family? - "I can't talk for the family members, I'm not going to talk for your source. Again, we want Harley to be returned safely home."
  • Is there a reason you don't want family members speaking with us? - "Again, I've got no comment on that. I don't know what that person told you."
  • Does he have any medical conditions? - "Again, I can't respond to that question. I'm sorry."
  • Has the reward been changed again? - "It's going to be changing. I haven't been able to get to Facebook. I've got messages that people have already got checks. So yes, the reward will be increasing and as soon as I am able, that will be posted on our Facebook page."
  • Did he take anything from his home that you are looking into? - "Again, I have no comment on that. I'm sorry."
  • Are the parents still cooperating with police? - "I have no comment."
 
I wish his older sister would make a statement if she hasn't already. SHE was one of the "unruly juveniles" being called on ALL the times. I think it's a parenting method they have.

Can you provide a link to this? Because I’ve seen very little about the sister anywhere and without a name I can’t google the info. I’m meaning this in a positive way because I somewhat agree and if she was truly one (or more) of the reasons LE was called for an unruly child wth is going on? If the dad (biological dad even) is present and lives in the home I just don’t get it. I know kids can get angry but it would take a lot, an enormous amount of something, for me or the husband to call in the cops.
Also I agree that we have so little information it’s hard to make much sense of this entire situation. MOO

She should know by now what shirt is missing from his closet.
So many gaps in the timeline and now we're not sure of what he was wearing under the puffer maroon vest.

Someone posted that there are marinas, where people have stashed their boats for the winter.
So if Harley had some clothing in the laundry hamper maybe they can get a scent and have dogs looking there ?
