Charges were dismissed "without prejudice" which means the charges can be brought again later if new evidence comes to light. It seems the judge made the best decision he could, given the situation. JMO.

If something new comes up it will be revisited, but there was no convincing evidence regarding a rape or abduction.

I don't recall reading that the sister was a prosecutor. I'm sure police will get to the bottom of this, but it surely has been a long time.
