If Grace had had drugs in her system at birth, she may have had a diagnosis that followed her into her schooling. She may have had birth to 3 services as well. If she had a disability, you might not know it ever because she has a right to FERPA and HIPPA privacy.
SSI for children with disabilities is not a program that just takes adoption paperwork and signs off. You have doctor paperwork, school paperwork, and other independent provider paperwork. Often the amount paid is not high. It is not easy to get disability payments for children. Many kids get denied and their parents need to appeal. If she got payments, I would bet she did have a disability documented beyond her mother entering a code during the adoption process. .
I know students who get disability throughout school b/c they have Autism and the disability payments helps them to afford services. Upon turning 18 many of my students do not get continued disability as they have to be reevaluated. This may have been the case for Grace.
According to people who knew her on FB, Grace spent her off time helping kids with disabilities. I'd imagine, from foster/foster to adopt kids that I know personally, it doesn't matter Grace's abilities or lack thereof, her adopted family was not in it to nurture and provide a wonderful, loving home but it was really a bizarre and horrifying case of basically sex trafficking. There are women who facilitate this and get a kick of their own out of it but the fact that she (adoptive mom) was placing kids is beyond frightening.
