An evacuation of the besieged city of Mariupol was scheduled to begin at noon (5 a.m. Eastern time), with a convoy led by the Red Cross leading the effort to get civilians out of increasingly dire conditions, city officials announced. A cease-fire and evacuation effort on Saturday fell apart before it could begin because of Russian shelling, according to the Ukrainians. On Sunday, city officials told residents to gather in three locations and be prepared to move, although it was not clear if they would move ahead with the plan if there was intense fighting along the proposed evacuation route.

Secretary of State Antony J. Blinken is in Moldova, a nation on Ukraine’s western border that formally applied to join the European Union last week, after Russia’s invasion. Responding to Prime Minister Natalia Gavrilita’s request for America’s endorsement for its application, Mr. Blinken said that Moldova “can count on that support across the board.”

South Korea said on Sunday that it was tightening export controls against Belarus, which has provided a staging ground for the Russian invasion of Ukraine. Its foreign ministry did not release details other than to say that its restrictions against Belarus would be similar to those imposed against Russia. South Korea had earlier banned shipments of strategic goods to Russia and joined Western countries in suspending financial transactions with several major Russian banks.

Ukraine warns of threat to hydroelectric power station

The Ukrainian military warned on Sunday morning that Russian forces advancing north toward Kyiv could be moving to seize the dam of a key hydroelectric power station.

The threat to the Kaniv hydroelectric power station, located about 100 miles south of Kyiv on the Dnieper River, is part of what Ukrainian officials describe as a systematic effort to gain control over parts of the country’s critical infrastructure.

Ukraine Warns Russia To Shell Historic Port City Odessa

Ukraine's President Volodymyr Zelensky warned Sunday that Russian forces are preparing to shell Odessa, a historic port city on the Black Sea coast.

"They are preparing to bomb Odessa. Odessa!" he declared, in a video address.

"Russians have always come to Odessa. They have always felt only warmth in Odessa. Only sincerity. And now what? Bombs against Odessa? Artillery against Odessa? Missiles against Odessa?" he demanded.

"It will be a war crime. It will be a historical crime."

Russian forces have made progress in southern Ukraine since their February 24 invasion, overrunning the city of Kherson and besieging the port of Mariupol, but Odessa has so far been largely spared.

Almost a million people live in Odessa, a cosmopolitan harbour on Ukraine's southern coast with both Ukrainian and Russian speakers and Bulgarian and Jewish minorities.

The Russian advance from occupied Crimea has in part turned east to link up with Russian-backed separatists and to seize the Azov Sea port of Mariupol.

But another part of the force has also headed west to Kherson, on the road towards Odessa. The city is also close to the Moldovan border and the Russian-occupied region of Transnistria.
 
I was under the impression that the Keystone pipeline at issue wasn't completed and would not necessarily have a significant impact on US gas supply, since it was tapped to transport oil extracted from tar sands, which is of a different grade than that used for gasoline (petrol).

The keystones pipeline is operational, noted in the article you posted. The extention into Texas was stopped by EO from Biden. This means the oil comes into Cushing, OK, via KSPL, is bottle neck and overflow must be transported by rail car or truckers, at much greater risk.

We are a partner with Canada to purchase oil. We reneged on our agreement to build our portion of the pipeline. We could purchase more, reducing our dependence on Russian oil.

We are hostage to many of our enemies for oil. We have plenty of oil on this continent. We must decide how to safely transport, reduce our usage for oil, or remain hostage.

MOO, Pipelines are much safer, than ships, rail car or trucks. I have two in my area. The problems arise when pipelines refuse to work with locals and redirect pathways due to cost.

Yes, I did cook for and support our Tree Sitters in Virginia, when the Atlantic Piipeline refused to redirect the route from crossing vials streams, and caused land destruction due to poor practices. We need cooperation from the pipelines to achieve a solution.

All my opinion only and trying to understand a complex situation.
 
It's behind a pay wall....

The mortar shells fell first 100 or so yards from the bridge, then shifted in a series of thunderous blasts into a section of street where people were fleeing.

As the mortars got closer to the stream of civilians, people ran, pulling children, trying to find a safe spot. But there was nothing to hide behind. A shell landed in the street, sending up a cloud of concrete dust and leaving one family — a mother, a father, a teenage son and a daughter who appeared about 8 years old — sprawled on the ground.

Soldiers rushed to help, but the woman and children were dead. The father still had a pulse but was unconscious and severely wounded.

Their luggage, a blue roller suitcase and some backpacks, was scattered about, along with a green carrying case for a small dog that was barking...

The shelling suggested either targeting of the evacuation routes from Irpin, something of which the Ukrainian authorities have accused the Russian army after a railroad track used for evacuations was hit on Saturday, or disregard for the risk of civilian casualties.
 
There is a lot going around about evacuations from cities cancelled because of continuing bombardments. It feels like now they are all in the mix....meaning...sometimes we see terrible pictures of people from Irpin, trying to flee, but text about other major cities in the south...Or am I the only one noticing that.
