Office for Victims of Crime (Fact Sheet)

Federal, state, and tribal victim assistance programs received formula grants, discretionary grants, and set-asides according to a carefully established annual allocation process (see figure 2). Following are descriptions of the main VOCA-funded streams that support programs and services:

State crime victim compensation program formula grants supplement state funds for reimbursing victims of violent crimes for out-of-pocket expenses that result from the crime. All states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands receive VOCA compensation grants. A state is eligible for a VOCA compensation grant if it meets the criteria set forth in VOCA and OVC program guidelines.

[...]

What Is Crime Victim Compensation?

Crime victim compensation is a direct reimbursement to or on behalf of a crime victim for the following statutorily identified crime-related expenses:

  • Medical costs.
  • Funeral and burial costs.
  • Mental health counseling.
  • Lost wages or loss of support.

The point is this. It appears from MSM reporting that the families of the 9 shooting victims are in line for a big cash windfall (whether they receive all or just part of the $29 million it is not clear from the msm reports). Every day dozens of people are killed as a result of violent crime and their families don't receive anything from the DOJ so the question is why do some victim families receive millions in monetary compensation and others receive nothing?

$15,000 may seem like a lot of money but it probably will not even cover all final expenses for some of these families. I know you weren't carping about that but I assume some others might be tempted to.

For what it's worth, a lot of racists in the US and elsewhere are under the impression that the families of the SC mass murder are each going to get 3 million apiece. It's total garbage, but that's what the rest of us have to deal with

At any rate, it is helpful for the rest of us to see who suggests that there is a big cash payout to the victims families, especially when they compare them to white families. Those who make such arguments are, imo, racists, or people who read racist media, or people who are incapable of evaluating information

My son was the victim of a crime and he got compensation. We were surprised because we did not know of that kind of a thing. I think the police told him? Can't remember.

I agree. I did an Internet search and found no MS news sites reporting all the money was intended for only these families. I did find a couple of crazy, racist Web site's making these claims . Really terrible that people would say such terrible things.

Thanks, Betty. This still makes me a little bit mad. And in the course of this thread, we've been over it before. Yet, the baiting continues. I lose sleep over this stuff, which is my own fault, but it just shouldn't be happening.

Referrals for victim assistance are done by law enforcement agencies and prosecutors on behalf of victims. I can't imagine they would show bias in favor of minorities. I'm sure if you check your county's government Web site, you'll find someone to contact for a report on how the money is spent. The federal grant application for the funding requires agencies to file reports once or twice a year. So the information is likely on file. If you can't find it at your county or state level, contact the district office of you member of Congress.

Do yourself a favor and don't look at the Web site's promoting this CT. A quick glance was all I needed. Same old same old.

FWIW, the post to which you respond was from (allegedly) a Canadian, a countryman of mine. I can't speculate as to whether s/he has any expertise on American laws. But my hunch, is that this post, like many others, comes from some pre-judgements.

I am a Canadian myself and it is embarrassing. In general we have such good race relations *excluding aboriginal but that is coming along) that I forget we have racists in our midst. Stop and frisk though is an issue here, more and more communities are banning it though.

I think a solution for all communities would be to have a quota system that insists on an equal number of white people get stopped for equal reasons, wearing a suit and tie in a white neighborhood, wearing a hoodie, driving a nice car, standing outside a store. You would see a siesmic change in how many stops occur.

Donations for Mother Emanuel Church
For those who want to respond to the tragic event that occurred on June 17th at the Mother Emanuel Church, we ask donors to give in one of two ways:

By using the Mother Emanuel Hope Fund
This city’s fund will provide direct financial support for the funeral and burial expenses of the nine victims of the senseless tragedy. Any funds remaining after the funeral and burial expenses are paid will be donated directly to the AME Church for use as determined by its leadership. Donations to this fund are not tax-deductible. These denotations can be made in one of three ways ….

Lowcountry Ministries – Reverend Pinckney Fund
This Fund will be administered by the Palmetto Project (a South Carolina non-profit dedicated to improving the lives of South Carolinians). 100% of the funds donated will be used in this community to support local initiatives serving his home church, vulnerable populations and youth projects that Reverend Pinckney was so passionate about. Decisions on the use of these funds will be made a task force of stakeholders made up of a member or members of Reverend Pinckney’s family, colleagues, representatives from Emanuel AME Church and other members of our community selected for their specific expertise. These donations will be tax deductible. Donations can be made by ….

Carolina Panthers Donate $100,000 In Honor of Emanuel 9

In wake of the tragedy that struck Charleston this week, the Carolina Panthers have set an example of how important unity in the community is.

In a heartfelt letter sent to the Mother Emmanuel Hope Fund, Richardson explained that he and the Panthers sent a check for $100,000 to help cover the funeral costs of Rev. Clementa Pinckney, Rev. Daniel Simmons Sr., Sharonda Coleman-Singleton, Cynthia Hurd, Susie Jackson, Tywanza Sanders, Ethel Lance, DePayne Middleton-Doctor, and Myra Thompson with an addition $10,000 to be donated to the church to help memorialize the victims.

And while the healing continues in the hearts of the victims' loved ones and mourners across the globe, this gesture from Richardson and the Panthers sets an example of the love and compassion that we should all have for one another, at all times.

Dylann Roof’s sister appeals for donations to pay for wedding, honeymoon after church massacre

"“It was suppose to start our lives together with our new family. Our day was the exact opposite. Our wedding day was full of sorrow, pain, and shame, tainted by the actions of one man,” she stated. “The Charleston Massacre took place and our lives were forever changed. The media abused our privacy and published all of our wedding information and destroyed our dream day. Destroying the first day of Michael and my life together.”

Roof stated that she and her fiance cancelled the wedding “to protect our family and mourn the lives of those lost” but they now want another chance at happiness.

“We would like the chance to start our lives on a positive note,” she stated “Therefore, we have decided to start a Go Fund Me account. We know money cannot replace the wedding we lost and our perfect day, however it will help us to create new memories and a new start with our new family.”

Though several people have contributed money, the page also has attracted some harsh comments by people appalled by her appeal."

Count me as appalled. Also, as soon as I first learned of the sister and the wedding I felt that there had to be a connection between the timing of the massacre and the wedding. I still think that.

Dylann Roof’s eerie tour of American slavery at its beginning, middle and end

The Washington Post

http://www.washingtonpost.com/news/...ican-slavery-at-its-beginning-middle-and-end/

"CHARLESTON, S.C. — The road trips were short and simple.

Dylann Roof climbed into his car with a “Confederate States of America” license plate, two cameras in tow, and visited a series of places in his native South Carolina that he associated with the subjugation of black people.

*

"The effect of this final journey, with these sightseeing predecessors as background, has been so forceful on the national psyche that it may accomplish something that no other white-supremacist horror has: drive the Confederate flag from the halls of Southern state governments, and from much of the mainstream marketplace."

*

"No other event — the murder of Emmett Till, the bombing of the church in Birmingham, Ala., that killed four young girls, the killing of Medgar Evers, the assassination of the Rev. Martin Luther King Jr. — has caused conservative white Southern politicians to say the X-marked red, white and blue flag is a symbol of hatred and call for its ouster. No other killing prompted retailers to say they will stop selling the flag.

No one can know what Roof’s thoughts and full actions were on these road trips, although there may be more to learn as the investigation develops. Retracing his steps, finding the places where he made his photographs, nonetheless offers some insight into his view of the South and the Confederacy."

More with maps and some of Roof's photos.

Bbm: Isn't it strange considering was it not his sister that identified Roof as the assassin to the authorities? Almost feels like there is something personal playing out in public, in a veiled way. Why would she draw more public attention to herself while stating that the media abused her privacy?

Amber Roof disgusts me.

I saw this tweet that sums it up perfectly:
Who thinks: "My brother just murdered 9 innocent men & women at a Bible study; how can I use it to my advantage"? #AmberRoof

Anonymous Donors Give Over $3 Million for Charleston Scholarship Fund
By Alan Blinder, The New York Times,

July 2, 15

The anonymous donor did share that:

“We do not pretend to understand the pain caused by this unimaginable tragedy,”

[...]

“We simply want members of the"

[... Church]

"to know that the burdens of perseverance and empathy, which they have demonstrated with such dignity, do not fall exclusively on their shoulders. We want them to know that others, most of whom do not share their race or religion, who do not come from South Carolina, abhor the injustices they have suffered and admire the ways the African-American community has enriched our nation.”

Initially I thought this was an op-ed piece, but after reading it on the Post's website it appears to be presented as a news article. This "news" article is full of speculation and short on facts. The metadata was scrubbed from all the photos in the zip file on the killer's website and none of the photos had timestamps; so the "reporters" are making a plethora of assumptions.

The associated feature, which actually has decent, historical information is presented with the headline "Retrace Charleston Shooting Suspect Dylann Roof's steps as he traveled through South Carolina" which is not only tasteless but completely devalues the content.
