Sullivan County, TN Sheriff's Office
Charges have now been placed against the mother of 15-month-old Evelyn Boswell, who is the subject of a statewide AMBER Alert.

On Tuesday afternoon, February 18, 2020, the Sullivan County Sheriff’s Office received a State of Tennessee Department of Children’s Services referral in reference to Evelyn Mae Boswell, who had not been seen by family members in approximately two months.

During the course of the investigation, Megan ‘Maggie’ Boswell (DOB: 3/21/01) provided detectives and agents with a number of conflicting statements. Further investigation revealed that some of the information provided by Megan Boswell was false.

On Tuesday night, February 25, 2020, the Sullivan County Sheriff’s Office charged Boswell with one count of False Reports. Megan is being held in the Sullivan County Jail on a $25,000 bond.

The SCSO continues to work alongside the Tennessee Bureau of Investigation and the Federal Bureau of Investigation in an effort to locate Evelyn. We encourage anyone with information to call 1-800-TBI-FIND.

Mother of missing Tennessee toddler charged in AMBER Alert case

As authorities questioned Boswell inside the sheriff's office in the hours before investigators announced her arrest, WVLT News Reporter Robert Grant monitored the scene from outside.

He watched as a group of people gathered in the parking lot, hoping for an opportunity to confront Boswell.

... Boswell told them on February 24 that the child's grandmother, Angela Boswell, took Evelyn to Mendota, Virginia. Investigators said that they checked Mendota on February 24 and found nothing.

On February 25, unsubstantiated reports circulated social media, saying that investigators were going to Mendota, again, and taking Megan Boswell. Investigators told WVLT News that those reports were false.

Captain Andy Seabolt said, "Investigators did ask the US Marshals and the Washington County Virginia Sheriff's Office to check campgrounds in Mendota yesterday [February 24], but there has been no further mention of Mendota today [February 25]."

Megan Boswell’s grandfather, David Jones, 68....

“When they do find out the truth, Megan will be at the bottom of it,” Jones said.

And he said he saw Megan Boswell and her former boyfriend give his daughter, Angela Boswell, the child’s grandmother, a car as a gift earlier this month. Angela Boswell and her boyfriend, William McCloud, were charged last week with stealing the same vehicle, which was sought in connection to last week’s Amber Alert for 15-month-old Evelyn.

[...]

“They pulled the car up in the yard, shut it off, it wouldn’t start. They asked me to come out and see if I could help them get it started, which I did,” Jones said.

Jones said Hunter Wood told Angela Boswell that they would put the title in her name within a few days.

Angela Boswell lived with her parents for about two weeks earlier this month, Jones said. Megan Boswell and Wood visited her mother almost daily at his home, he added.

... Jones questioned the validity of the claim that her mother took the child, given that they were frequently in contact at his home.

“They were hanging with my daughter every day for two weeks. Why would you hang with somebody that took your child?” he said, referring to his granddaughter and Wood.

[...]

Asked about his own contact with Evelyn, Jones said, he and his wife only saw the baby twice since she was born.

His wife kept asking Megan to bring Evelyn over, “and she just never would,” he said.

[...]

Angela Boswell has been a repeated client at A-Hood Bonding, a bail bonds company based in Kingsport. Bonding records show that the woman posted bail for two charges of improperly restraining a child (between the ages of 4 and 8) in a car; one charge of leaving a child unattended in a car; four counts of failing to appear in court; one count of driving with a suspended license; and one count of driving a vehicle with an expired registration.

Affidavit: Mother falsely told investigators missing toddler was with father
The mother of a missing Blountville toddler falsely told investigators earlier this month that 15-month-old Evelyn Mae Boswell was in the child’s father’s custody, despite the father currently being enlisted out of state in the U.S. Army and not having possession of Evelyn, according to an affidavit filed Tuesday in Bristol General Sessions Court.

On Feb. 18, Detective Tracy Haraz with the Sullivan County Sheriff’s Office said she had received a referral from the Department of Children Services that Evelyn Boswell had not been seen since before last Christmas, the document states. Haraz and a CPS case worker contacted mother Megan Boswell, 18, who the affidavit describes as the toddler’s “sole legal custodian.”

[...]

A Sullivan County Sheriff's Office detective, along with a Tennessee Department of Children's Services case worker, were the first to make contact with Megan Boswell on Feb. 18 — the day before an Amber Alert was issued for the girl.

The mother, who is Evelyn's sole legal guardian, claimed the child was with her father, Ethan Perry, according to an arrest affidavit.

"Throughout the investigation, it was determined that Megan Boswell made the false statement to law enforcement in response to a legitimate inquiry by law enforcement concerning a material fact about an offense or with the intent to hinder law enforcement from locating Evelyn Boswell," the arrest warrant states.
