To bring some light to the community that has banded together in search of the boy, the city of Everman says it will use funding awarded through Tarrant County to help with the expansion of Pittman Park and the construction of a new inclusive playground to honor the memory of Noel.

The Everman city council will consider a resolution that will name the new inclusive playground -- designed for all ages, abilities and disabilities -- after Noel.

Noel had severe health problems and at times required oxygen to breathe, according to officials.

The new playground will have specialized equipment for children who have physical, social, developmental and sensory challenges.
“We cannot think of a more fitting way to honor the impact that Noel has made on this community, and so many more across our state and country,” Everman Mayor Ray Richardson’s office said in a news release.

As of May 12, 2023, (Police Chief) Spencer told WFAA that investigators are “still very active on the case” in search for Noel.
He’s also requested a “fresh team” of investigators to review the case to make sure nothing has been overlooked from the initial investigation.

According to [Mayor} Richardson, the Everman City Council has already given their support behind naming an inclusive playground by Clyde Pittman Park after Noel Rodriguez-Alvarez. A vote on Tuesday night is for formality purposes, Richardson said.

“When you watch the videos, I think it’s a sad state of affairs when you see the pictures of him when he was at his house over here [Everman]. He was not a happy child,” he said. “But then you see the video of him with the foster mom. He’s calling her mom. He’s laughing and he’s smiling. He’s two different kids. It gets to you. It makes you wonder what he went through.”

“We’ve had task force agencies from the secret service and other federal organizations, homeland security. We’ve had officers that have been a part, have an expertise in human trafficking be a part of this investigation,” Spencer told NBC 5 Friday.

... The FBI is working with international partners to locate and extradite Cindy and Arshdeep Singh who are currently charged with felony child abandonment and endangerment in the missing boy's case.

While federal authorities are working on locating the boy’s mother and stepfather, Everman officials say they will not stop looking for him.

Update: Revised April 21 and May 18 with additional information from authorities.

In late April, search teams recovered items that are being lab-tested to determine whether they are related to Noel’s disappearance. Spencer did not specify what these items are.

“Although it has been a month and we have not found Noel, rest assured that we have not stopped the fight,” Spencer said. “Not even close.”

He told reporters in a statement May 12 that police have not received any updates from their federal partners, and he has asked for a fresh team of investigators to review the case to assure nothing has been overlooked.

“We want to make sure we’re going over everything with a very fine-tooth comb, double checking,” Morgan said, “and then once we’re done checking, we have some of our partnering agencies are assisting us, triple checkout work.”

Chief Spencer urged people to recognize Missing Children's Day but to be mindful every day, and if you suspect abuse, report it.

“I feel like if somebody would have spoken up sooner, this probably could have been prevented,” Spencer said.

In Texas in 2022, there were 3,144 reports to NMEC. There are still 338 active cases from last year.

Newly released surveillance images from late March at DFW Airport show the family of a little boy now presumed to be dead: 6-year-old Noel Rodriguez-Alvarez of Everman.

Moving through airport security authorities say Noel's mother, Cindy Rodriguez-Singh, and her husband, Arshdeep Singh, carried out a plan to leave the country with their six children just days after police began questioning the whereabouts of Cindy's missing son.

We've known for some time about the images, but they were only recently cleared by Homeland Security to release.
