The University of Virginia's Board of Visitors on Tuesday unanimously approved a zero-tolerance stance on sexual assault in the wake of gang rape allegations at one of the school's oldest fraternities.

The move came in an emergency meeting six days after the allegations appeared in a Rolling Stone story depicting a September 2012 attack at Phi Kappa Psi. Charlottesville police are investigating.

<A very expensive mural called "The Student's Progress" covers the entire foyer and stairwell of Old Cabell Hall, which is also the University’s premier auditorium and the favored space for visiting dignitaries.

The mural depicts, among other scenes of daily life at the University of Virginia, a male faculty member standing on a porch and tossing a mostly naked student her bra as his beleaguered wife comes up the stairs. My students and I have pointed out that wildly inappropriate section of the mural to faculty, administrators, students, parents, and donors, but so far, no one has been particularly horrified. The mural is proudly displayed and is prominently featured on UVA tours.>

The University of Virginia community is reeling from horrifying accounts of sexual violence and rape detailed in a Rolling Stone piece published earlier this week. The story painfully details a campus culture that allegedly silences victims, disregards offenders, and fails to keep the students informed about sexual assaults on the grounds. Now, students, alumni, and faculty are beginning to address the brutal allegations.

Official Statement from UVA:

Dear President Sullivan,
We are all heartbroken and enraged after reading Wednesday’s article in Rolling Stone. The extreme violence that was reported is shocking and demands an unequivocal response that we will not tolerate violence against our students.
U.Va faculty, staff, and students have been debating how we might most effectively respond.
As an initial step, we propose a policy that institutes an immediate freeze on activities by any student organizations that are currently under investigation for sexual misconduct and sexual assault.
Further, we call on the Greek System to collectively and voluntarily suspend activities this weekend in light of recent events and out of respect for the survivors of sexual violence on our campus.
We believe this immediate action will be an important first step in sending the message that violence against our students will not be tolerated. It will also send a clear message to fraternities, that if they stand by and fail to intervene in sexual violence, or if they knowingly do not report sexual violence, the activities of their fraternity will be suspended.
We demand seeing this important response implemented,

UVa police late Thursday issued a statement warning the university community that two UVa students are believed to have been sexually assaulted near Wertland Street the weekend of Hannah Graham’s disappearance.
UVa Police Chief Michael Gibson wrote a message to UVa staff, faculty and students.
“The first incident involves a female UVa student who reported being sexually assaulted near Wertland Street in the early morning hours of Sept. 14,” Gibson wrote. “The second incident is believed to have occurred in the 200 block of 15th Street NW during the early morning hours of Sept. 15.”
Gibson wrote that police “discovered an unconscious female who is a local resident. The circumstances regarding her injuries are unclear and are being investigated as a possible sexual assault.”
The assaults have not, at this time, been connected to Graham’s disappearance, Longo said.

I write to inform of two incidents under investigation by the Charlottesville Police Department that have recently come to our attention.

The first incident involves a female U.Va. student who reported being sexually assaulted near Wertland Street in the early morning hours of Sept. 14.

The second incident is believed to have occurred in the 200 block of 15th Street NW during the early morning hours of Sept. 15, where police discovered an unconscious female who is a local resident. The circumstances regarding her injuries are unclear and are being investigated as a possible sexual assault.

Survivors of sexual assault may report an assault to the police in one of two ways. First, they can report directly to the police by calling 911. Second, if medical attention is sought through the U.Va. Emergency Department, a report can be requested. Survivors can also report anonymously at

University of Virginia President Teresa A. Sullivan said the school is aware of the reports discrediting the Rolling Stone story, and "remains first and foremost concerned with the care and support of our students and, especially, any survivor of sexual assault."
"Over the past two weeks, our community has been more focused than ever on one of the most difficult and critical issues facing higher education today," Sullivan said in a statement. "Today's news must not alter this focus." UVA will continue to review its practices and policies related to sexual assault, Sullivan said.
Police in Charlottesville, Va., who had begun investigating the allegations at the request of the university, said it would continue its probe. "Our purpose is to find the truth in any matter and that's what we are looking for here," said Charlottesville Police Captain Gary Pleasants in a statement. "These articles do not change our focus going forward."

She had several medical examinations and was encouraged to go through university mediation with her case. In the lawsuit she filed through attorney Wendy Murphy, she said the 10-hour mediation hearing — where she was face-to-face with her alleged attacker — ended with officials telling her that her case was “compelling and believable.”
What did they tell the young man? According to her account filed in court, the university officials told him “to evaluate your actions and your treatment of women in the future.” And that’s it.

I was gang-raped at the University of Virginia. I was gang raped at the Phi Kappa Psi fraternity house.

We are all left with questions and opinions in the exhausting wake of the now-infamous Rolling Stone article about campus sexual assault, and how victims are treated at the University of Virginia.

This is my story.

<The Daily Progress in Charlottesville reports, citing an unnamed “participant” in the meetings in question, that “University of Virginia officials knew in mid-September about allegations of a sexual attack at a school fraternity yet by their own account did not request a police investigation until after a Rolling Stone story launched a firestorm more than two months later.”
The newspaper article describes a meeting between Nicole Eramo, an associate dean and head of UVA’s Sexual Misconduct Board, on September 17 of this year with Phi Kappa Psi representatives to inform them of the allegations.>

<At a Board of Visitors meeting Friday, UVA President Teresa Sullivan outlined a $3.5 million investment in improved cameras, lighting around the grounds and at intersections, and fencing and lighting around railroad bridges.

The university will also add new counselors to the women’s center and dedicated Title IX coordinators. There will also be new sexual misconduct investigators, a new police sub-station on the Corner, unarmed security officers called ambassadors, student-led security programs, and a study of a late-night transportation program.>

<Rolling Stone publisher Jann Wenner has asked Columbia University Graduate School of Journalism to conduct an independent investigation of its story about an alleged rape at the University of Virginia where major portions of the victim’s story have proven untrue.>

<In his time at Columbia, three female students have accused Nungesser of sexual misconduct. He's denied each accusation, and has not been formally disciplined by the university. When one student accused Nungesser of groping her at a party, the university initially decided against him, but he successfully appealed the ruling. After another student accused him of intimate partner violence, the university dropped the case when the alleged victim stopped cooperating with the investigation. And when Sulkowicz accused Nungesser of raping her, Columbia declined to find him responsible, citing lack of evidence.>

Jesse Matthew to appear in Fairfax court this week for hearings

Daily Progress Staff Reports

The man accused of kidnapping 18-year-old University of Virginia student Hannah Graham will be in Fairfax court on Thursday and Friday for motion hearings on unrelated sexual assault charges.

Jesse Leroy Matthew Jr., 33, of Albemarle County, is scheduled for a two-week trial in Fairfax starting March 9. He is charged with attempted capital murder, abduction with the intent to defile and sexual assault.

<snip>

Forensic analysis of DNA collected from under the woman’s fingernails found the chances the DNA belongs to someone other than Matthew are “1 in greater than 7.2 billion,” equivalent to the world’s population. He has pleaded not guilty.

One of Matthew's attorneys, Jim Camblos III, said Matthew should be present for hearings both days. The Thursday hearing at 2 p.m. is for a media request and the Friday hearing at 10 a.m. is for motions on a requested gag order, funds for expert witnesses and discovery, Camblos said.

State police have said Matthew’s Sept. 24 arrest in the Graham case provided a forensic link to the disappearance and death of Harrington.
