I can't speak to this lady. There were 2 reported deaths in Richmond on February 8, 1977, due to freezing temperatures. The article does reference the body of a female being found, except the article states the woman's body was recovered behind an abandoned building, so I don't believe this to be the Doe in question.

She had so many sets of clothing with her!
I guess she was either transient (but homeless usually wear layers and also carry other necessities such as cooking ware with them - though she was found apparently after living in an abandoned house, which may explain it) or hitchhiking or traveling for some reason, taking a full bag or suitcase with clothing with her.

My first thought was that her husband/partner/somebody like that put her body there and threw out her clothing with her.
