Those who knew Jordan Bowers are looking at her in a new light. One-time friends are now frustrated, some even believe she sold her daughter.

"That’s what I think," said TM-M, a one-time friend that now believes Bowers sold her daughter.

TM-M was named as a victim in an identity theft and fraud scheme that’s landed Bowers behind bars.

Those charges shed light on Bowers gambling habits, and regular trips to casinos. Detectives in that investigation linked Bowers to cash withdrawals at a nearby casino, among other locations.

While TM-M claims may seem unthinkable, she’s not the only one that believes them. A FOX 13 viewer offered a similar tip since Oakley’s disappearance – a tip that led to investigators interviewing another person that believed Oakley had been sold by Bowers.

Chief Paul Logan, who is heading up the Oakley Carlson investigation, told FOX 13 that they’ve been tracking the theory that Bowers sold Oakley since the very beginning. However, no tips have led to credible evidence.

The date of the gathering holds significance in the saga of finding information regarding the disappearance of the Oakville girl as it will mark the second anniversary since the last “credible sighting” of Oakley, according to records from the Grays Harbor Sheriff’s Office.

Light the Way Missing Persons Advocacy Project, the organization promoting and leading the gathering, stated the rally is meant to show unified community support for making changes in child welfare policies.

The group is supporting changes in child welfare policies and giving foster children more rights. The Oakley Carlson Act, known as House Bill 1397, would reform the way the Department of Children, Youth and Families handles foster children like Oakley. That agency took Oakley from a foster family who warned the agency about the girl’s safety, and put her back with her birth parents, Andrew Carlson and Jordan Bowers.

If passed, the Oakley Carlson Act would make a number of changes to protect children who have been removed from a biological parent based on abuse, neglect or abandonment.

“We recognize the deep tragedy of Oakley Carlson’s disappearance, and we’re very open to working on improvements to the dependency court process and (Department of Children, Youth and Families) DCYF," said Rep. Tara Senn, D-Mercer Island. "However, HB 1397 is not an implementable or effective solution.”

Friday was the cut-off date for legislative bills to advance out of committee, but since HB 1397 is considered a budget-related bill, it now has a cut-off date of next Friday, Feb. 24.

Detectives now believe Carlson, from Oakville, Washington, was last seen alive in February of 2021. According to detectives, Jordan Bowers and Andrew Carlson, Oakley's parents, have not cooperated with the search for their daughter.

The couple was arrested and convicted on charges unrelated to Oakley Carlson’s case.

Prosecutors said high levels of meth were found in the bloodstreams of their other children.

Jamie Jo Hiles, Carlson's former foster mother, spoke strongly in favor of HB 1397.

"If you can sit here and feel defensive in any manner for Washington DCYF, then I can tell you you do not have children's best interests in mind," Hiles said.

The legislation, House Bill 1397, aims to increase oversight of the reunification process for children whose parents have substance use disorders. It failed to make it out of committee before a critical cutoff deadline last Friday.

On Friday, the bill's sponsor, Rep. Jim Walsh (R-Aberdeen), urged committee members to pass the measure before the deadline.

“I believe it is an urgent bill and I encourage all of us to do what’s right,” Walsh said.

The committee did not vote on the bill. But Walsh added a fiscal note that could provide the legislation with a path forward.

After three attempts in the courtroom, the omnibus order pertaining to the charges of identity theft levied against Jordan Bowers, the biological mother and prime suspect of missing 6-year-old Oakley Carlson, has been signed.

Bowers, who is currently being held in Grays Harbor County Jail, was present for the hearing via Zoom as the order was given to presiding Judge David Mistachkin. When asked by Mistachkin what the defense will be, Bowers’ attorney, Michael Nagle, claimed that it would be “general denial.”

There is a newly drafted plea deal, and if she accepts, she would be sentenced to a maximum of 70 months in prison with credit for early release. If she doesn’t take the plea and gets convicted, she may do as much as 10 years.

I'm glad she's still behind bars,and might be for more time. However it sickens me that she'll do more time over this than she did for crimes against her own children. The love of money is indeed the root of all evil. MOO

While it remains unclear what negotiations are currently being worked on by prosecutors regarding Bowers's case, Petersen made it known to The Daily World following the conclusion of the March 13 hearing that a plea deal is available and that, if accepted, Bowers would be sentenced to a maximum of 70 months in prison with good time credit for early release potential. She would also be forced to pay all restitution to the victims.

With a plea offer off the table, Bowers, who has been held in custody at Grays Harbor County Jail since January, faces the possibility of being sentenced to a range of six to eight years in prison if convicted. While Petersen suggested that a longer prison sentence of 10 years could happen if several factors are considered, both sentencing possibilities would be substantially longer than if the proposed plea of 70 months in prison was accepted by Bowers.

Although normal court proceedings have a trial readiness hearing the week before the trial, Judge Svoboda declined against that given the proximity of the previously scheduled trial.

“Trial readiness was set for Monday, April 24. I’m going to strike that. This is going to be the trial readiness. If there are any issues, they will need to be dealt with by written motion,” Judge Svoboda said.

The trial will commence at 8:30 a.m. on Tuesday, May 2, and conclude on Friday, May 5. It’s expected that Bowers will reside in the courtroom during the entirety of the trial.

Due to the circumstances surrounding her disappearance, officials had trouble obtaining a recent photo of Oakley when she went missing. The photo used at the time of her disappearance was from around her third birthday, two years before she went missing.

The sheriff’s office worked with the National Center for Missing and Exploited Children to get an age progression picture showing Oakley the way she would look as a 6-year-old.
