''In November 1989, a newborn male infant was discovered under the County Highway N bridge over the Des Plaines River in Paris, Wisconsin. Paris is located just south of Milwaukee. The Kenosha County Sheriff’s Department responded to the scene. The full-term infant was found wrapped in blankets and placed inside of a plastic bag. It was determined that the baby was 5 to 12 days old at the time of his death, which was ruled a homicide. Investigators were unable to identify the baby or locate his next of kin. The infant was buried in St. John’s Cemetery in the Town of Randall.''

I wonder why "The case was referred to the Racine County District Attorney's Office where it was determined that charges would not be filed". If the baby was 5 to 12 days old when it died, this wasn't some paniced teen mother making a rash decision right after she gave birth. Maybe the mother has since died, so there's no one to charge?

One wonders if mother jumped and is thought to have died in the river.

I'm not sure what it looked like back then but from what I see now, there's not really enough distance to 'jump' off of.
Looks like the river changes. But the odds are they would have found a body because the current is slow. Odds are the bridge was the same in 1989. We drove into WI this summer and I was kinda surprised to see the Des Plaines RIver. I thought it originated in Illinois. It was also Nov, so the river was likely slow.

The slow-moving Des Plaines River rises in southern Wisconsin just west of Kenosha adjacent to the Great Lakes Dragway and flows southward primarily through marshland, with a small eastbound kink before it crosses into Illinois.

There are so many abandoned newborns throughout the world. Namus lists over 400 infants and 130 fetuses, although a couple of the feti found are either miscarried or stillborn. Still, it is very upsetting to read how these babies are just left to die, if they weren't murdered first. I mean unimaginable stuff. #UP59512 was thrown into a creek and drowned. 'Baby Allison' had her throat slit. 'Baby Hope' was stabbed to death and dumped in trash. I apologize for providing these graphic details about these utterly reprehensible crimes against the most innocent but these types of killings are rarely discussed. I understand that it can be a sensitive topic given these murders are almost certainly all committed by the mothers, who's lives we know nothing about and what had led to them to murdering their newborn child, but it is seriously devastating to me that a lot of these babies never get their names back because they weren't given names in the first place :( There are so so many other options. Thankfully DNA is advancing faster than it ever has so more of the women responsible for these crimes are being brought to justice and there are safe-haven laws or baby drop boxes available. It's not the best situation but it's better than neglecting a newborn to die on their own. The other day I read about a woman who took her own life after being questioned by the police about the baby she had left in a river in Arkansas. It's all just very upsetting. I probably think so much about these unidentified babies because of my personal family history, but most of them die of exposure and don't have threads on WS or any MSM attention, so I often wonder of the circumstances that would lead a woman to discard a human being she had just physically birthed like garbage. I just find it difficult to understand. Sorry for the rambling all MOO

I think fear is a big factor. Drugs are another factor. Drug abuse is often a reason to avoid prenatal care. Addicted mothers have been prosecuted.
They go through a pregnancy and then they panic.

Perhaps the mother was a victim of rape or possibly sexual abuse at home....
