very early on LE used unusual language IMO about the school district - i can't recall what exactly but it always made me wonder if there was a connection to this via the school.

I think they got Douglas County and Duluth mixed up.

It is very near Duluth, MN. Duluth is the closest city that most people would recognize. In Western WI, most people watch MN local news since it's so close to the Twin Cities.
