They probably thought he was a runaway due to his age. The police don't normally suspect anything unusual for a young adult to disappear and probably thought he would come back to his residence at his own will or they might have thought he was experimenting with different things and so on.
The perpetrator most likely shut his fone to prevent him from calling. Why didn't the police try to locate his fone? can they even if the fone is dead?
