As with most unreported and unidentified children, I believe family members were responsible. If she were identified, they would be easily linked to the crime, hence the decapitation. And it's a lot easier to hide just a head where no one will find it than a whole body.
I wouldn't rule it out, but there's not enough to convince me one way or the other. How old was he? Were there any signs of sexual activity or torture? I would agree, though, that the autopsy report sounds incomplete.
It's a real fleabag hotel. There have been a lot of deaths there, particularly suicides. The Austrian serial killer, Jack Unteweger, also stayed there while committing his three confirmed American murders. I don't know why they don't shut it down.

I think they were talking about the gasoline (aka petrol) used to light her on fire. What she inhaled (which contributed to her death) was definitely the smoke. I think the translations just made it a bit confusing.

It looks to be a wrinkle on her earlobe. Those crop up very easily, due to things like sun damage, smoking, and heavy earrings, whether pierced or clip-on types.
As both this Doe and Clampitt have fingerprints available, I would think they would've matched already. What's more, it looks like she hadn't been dead long enough to be Clampitt, who was almost certainly dead by the time she was reported missing in June of 1987.
