They can conduct a search anywhere, but officers from the county where the searches take place have to accompany them. As for the judge signing a search warrant for a different county I don't know.
I have a question, which I posted in Billie's NT thread, but I'll put it here as well.
If they came to Billie's house looking for Shawn, and had a warrant to search his body, then why didn't they take him into custody? They arrest Billie instead, for lying to police and 'hindering an apprehension.' So why did they leave him sitting there? Had he already left out the back door? If so, then Billie wasn't lying... so why arrest her? If they found him there after she said he wasn't... I don't understand why he wasn't arrested right along with her. Doesn't make one lick of sense to me.
They didn't arrest him because they didn't have an arrest warrant, they only had a search warrant that they were trying to serve. Billie, on the other hand, apparently lied to the police when they arrived at her home by saying that Shawn wasn't there, but invited them inside where they found Shawn in addition to finding "dangerous" drugs which subsequently led to the charges that Billie was arrested for. When LE arrived at Billie's home and she answered the door, all she had to do was say Shawn is in the living room (or wherever he was), they would have served him with the search warrant, and it would have been over with but NO Billie didn't do that, she had to lie to them because obviously she's incapable of telling the truth.
