This definitely is a cat and mouse game and for some reason LE is okay with him being the spokesperson.

He's telling people close to the POI(s imo) that they just want a body, and downplaying the prosecution side of things (i.e., you won't get prosecuted if you knew something and didn't tell us, hey, maybe your pal SA won't get prosecuted either)...someone with a guilty conscience who would like to tell LE where to find LE but who also is afraid for whatever reason to rat on SA might just be persuaded they can have their cake and eat it too.
