JB's visual aid just helped me see it EVEN MORE CLEARLY. The ductape lay on the ground first, the mandible next and then the hair mat. Soooo...I would conclude as decomposition took place, the mandible fell off and the hair fell out...and all landed on TOP of the duct tape.
