I am guessing a couple of years old? She has a goth/grunge look going on, so maybe it was when she sang in her band?

Alot of times "kids these days" (LOL) just throw around those gang signs thinking it's cool, although I'd be interested to know what gangs are active in Anchorage. It's also possible it's a bad reference to the fact that she was at one time enrolled in West High School? Don't know how old the pic is, so just guessing on that one.

Fwiw, my husband grew up in West Philadelphia, and as kids they referred to themselves as "west side"...
