Circumstances of Disappearance:
Brenda was last seen with her husband or boyfriend, Carl A. Williams, during the summer months of 1988 at Bubba Carrols house in Cleburne County.

Before committing suicide in 2002, Williams allegedly told people he had killed Brenda following an argument.

Brenda had spent some time in Fayetteville, North Carolina prior to meeting Williams. According to family members, Brenda may have had a child during that period.

It is not confirmed if Brenda and Williams were married.

@Caring1 Brenda was highly suspected to be the Hefflin Jane Doe. Was she excluded and if not, does she have any other exclusions? Thank you!

Doesn't seem like it
If that isn't the reason, maybe police are too tied up with other, more recent crimes? Then and again, sometimes people have waited for a match or exclusion for a decade so they will look into it one day.
