Possibly CW used his massive size and apparent imperviousness to pain to break up fights among the other inmates and generally keep the peace in these county jail situations that are often chaotic.
State pens where prisoners are lodged long term end up being run by the various ethnic gangs. And the guards in state pens mainly have to monitor the population for problem prisoners and rotate them out to other facilities; and make sure that one gang or another isn't getting too powerful inside the prison.
County jails where the population turns over constantly there isn't that equilibrium. New arrestees coming into county might try to settle scores with other prisoners they find in county lockup or smaller gang groups will fight among themselves in efforts to gain the upper hand. And then prisoners get sentenced and rotate out to state lockups and things get thrown into disarray again.
Maybe CW saw an in with the county guards being their auxiliary muscle among the population. Not sure what else he would have to offer; can't imagine he's some sort of super magnetic personality who wins people over with his charm.
