The news said they got word about an hour ago that the police presence was gathering.

I hope its okay to ask this but is this typical of police operations? What if the police are just in the middle of the street putting on tactical gear and whoever they are going to approach just walks out of the apartment? Or is it different apartments than the ones they are in front of maybe?

The news reported the grandmother of Cupcake was allowed past the barrier about 40 mins ago.

The reporter on the scene said that the family received a tip that she was seen at this apartment complex/ in the area. They alerted police and police immediately swarmed the location. So that's what we're seeing now. Praying this is a credible tip and she is found alive and well.
