Are there other victims?

Woah, first article had this quote:

Another young neighbor recalls a 2006 party thrown for her brother’s high school graduation at which Garrido showed up uninvited. "Phil kept trying to call all the young girls over to him,” says the neighbor. “He kept doing inappropriate things. We told him to go home, and some of the guys escorted him back to his house and told him not to come back.”

I remember reading about all that a while back.

Two Dozen Contacts

There were at least 16 visits from parole officers and seven by the fire department. There was also one by the sheriff's office responding to an allegation that people were living in the backyard. State and local authorities have now begun internal investigations to find out why none of these visits uncovered the existence of Dugard, now 29, and her children, Starlet, 15, and Angel, 11.

Then down the page:

Garrido, who had been released from prison after serving 11 years for a 1976 kidnapping, violated his parole in April 1993. It is unclear what he did or how the violation was flagged. As a result, he was placed in federal prison for one month and then released on house arrest for three months. He returned to the Antioch home, where he lived with his wife and his elderly mother.

And then this:

Betty Unpingco invited the entire neighborhood to her son's graduation party in spring 2006. She said Garrido attended and brought speakers for the party. When Unpingco and several adults noticed him talking to the high school girls, they asked him to leave. Later that night, she said, when they saw him waiting outside his home to speak to the girls, the adults escorted them home.

Feeling uneasy after the party, Unpingco checked the sex offender registry and found Garrido's picture.

"It was just so bizarre," said Unpingco, who has 10 children. "I warned my children to stay away from him and to always walk in twos." She did not notify police.

Hmm, yet another red flag ignored by police!

Thanks for the great link!

I've noticed several neighbors and friends comment that Garrido was very interested in electronics, and was handy with them. Is it just me or does that seem a bit sinister?

since she never notified the police i'd say it's another red flag shuffled aside (not totally ignored) by the neighbors.

That by itself, no. Both my father and father-in-law have dabbled in electronics- building TV sets, transistor radios, that sort of thing...

In Garrido's case, it means he knew how to build his black box, may have fed his paranoia. Are you thinking he used electricity to torture Jaycee???

Well in the context of Garrido I was wondering if his experience came from making 🤬🤬🤬🤬🤬🤬🤬🤬🤬🤬🤬 or at the very least buying/selling/trading electronics for drugs...something like that?

Two things: One, the police weren't notified so I am not sure how that is a red flag they ignored, and Two, Garrido was listed as a sex offender, but he was not listed as a pedophile. So, while it was certainly proper for her to warn her kids to stay away from him and to always walk in twos, there really would have been no reason for her to contact police. He didn't really do anything. "Later that night, she said, when they saw him waiting outside his home to speak to the girls, the adults escorted them home." This was all before she knew he was listed as a sex offender, so again, in my opinion, she handled everything properly.

I think you are really reaching. He had been playing "electrified" music since he was a teen, meaning like it or not he would have acquired a basic knowledge of electronics, some guys especially are interested in electronics, I don't see what is sinister about any of it.

I was talking about all the quotes, including the amount of visits by LE and the fire dept. I thought the report by the neighbor to be interesting in and of itself.

Sorry I didn't explain my thought well enough.

I don't think the neighbor was at fault, pg was at fault for kidnapping and torturing Jaycee.

That's true, I forgot about his music (Actually I think I blocked it out after hearing how bad it was on Dateline, LOL). He would have dealt with amps and recording equipment and all that. Thanks, IBnora and LinasK. This is why I like to bounce ideas off of the forum, because there is so much that I forget!

Since you all are talking about electricity, maybe someone knows the answer to this question: Does anyone know if a stun gun leaves a burn mark? Just something I've been wondering about?

it would leave marks on jaycee if they used it like it has been said.
if it was only used during the actual kidnapping, though, i dont know if jaycee would still have it.

They do. I just saw an episode of a show on Investigation Discovery where the perp had used a stun gun on various people at different times in his life. One past victim showed LE his scar. This MO was one of the ways they tracked the perp down.

I somehow doubt the PG & NG only used the stun gun once. If they have it around anyway it would, sadly, make a handy way to subdue a victim.
