I think that they get (randomly) drug tested at these parole meetings. I get the suspicion that Bayley was using drugs, which is why he was missing parole meetings. I don’t recall it being mentioned on this board, but I reckon he was high on the night he raped and killed Jill. If Bayley indeed was that ‘nunchakas’ guy who was threatening to strangle that girl from that other article that came out in the immediate aftermath after Jill, then it makes sense that he was a drug user, because in that article he was described as agitated, hyperactive, manic. I bet he was an ice user and missing parole meetings to avoid drug-use detection.
His mate from Ararat prison, Steven Hunter, was apparently a known user/seller. Some system we have- Hunter was using/dealing, Bayley was knocking guys out, yet they’re still free on parole to rape and murder, and in Hunter’s case it is a second murder. Oh, sorry, in Hunter’s case his parole had lapsed by about a week-and-a-half, a Hunter who was deemed 1.5 weeks ‘acceptable risk to the community’.

How could a drug induced manic state mean that a person would act in a way that would cause internal injuries to anyone? Please give me a link, if you can about drug induced crime which favours your opinion that a user is violent as opposed to subjecting a person to prolonged internal violence through intimate orifaces?

I know nothing about drugs and it scares me that this drug out there. Does this mean if I use ice, am may do something I have never done before or contemplated?

Yes, my limited understanding is that ice can bring on psychosis and all sorts of frightful behaviours. Someone who is predisposed to violence is more likely to do horrific things when on ice.

I'm not so sure about the drug angle with Bayley.

Perhaps steroids?!
He was far to into his appearance ( gym junky ) to be on ice... a drug which rapidly deteriorates your appearance , and seems to cause weight loss.

I think he has that manic violent predictor behavior is his genetics, and his lifestyle ( being many yrs spent behind bars )
I think he loves the thrill of the chase & overpowering women, not to mention meathead behavior when he king hit a young guy a third of his size ( real tough guy!)

He is just a bad seed, a cruel monster.

From today, adult offenders who commit serious injury in defined circumstances of gross violence will be liable to a statutory minimum non-parole period of four years' imprisonment.
Coming into effect today, the Crimes Amendment (Gross Violence Offences) Act 2013 (Vic) introduces new gross violence offences and introduces new definitions of 'injury' and 'serious injury' into the Crimes Act 1958 (Vic).
The Act provides for limited 'special circumstances' in which a court may impose a sentence of less than the statutory minimum four years' imprisonment.
In October 2011, the Sentencing Advisory Council published its report on statutory minimum sentences for gross violence offences in response to a request from the Attorney-General. Her father had pleaded guilty to repeatedly raping his daughter, now 19, since she was just nine years old.

The woman's lawyer, Greg Walsh, called the sentence a "political and legal disgrace".

"The justice system has failed her miserably," Mr Walsh said. He said the 19-year-old, who cannot be named for legal reasons, was in a fragile state under medical care.

It is the latest stark example of judges being out of touch with how the community expects paedophiles to be dealt with harshly.

From memory (watching the TV news) he is of Asian or Indian appearance, with stubble and cropped hair.

Your understanding is extremely limited. We shouldn't get into the tired old habit of blaming drugs for bad behaviour.

I have my fingers crossed hard that maybe there'll be something of a snowball effect regarding reforms to parole and sentencing Australia wide.

But I wonder how many more men, women and kids have to die before it happens.

Tougher sentences too - that story about the Lebanese gang member getting out, after a 16 yo was raped 25 times by 14 men... makes me physically sick to think about it, and sicker to think of that man celebrating his release.

Men who prove ONCE that are capable of such revolting crimes ought -never- get another chance to prove it again.

I have worked in this field and it is fact that people who abuse ice can become more agitated, aggressive, violent, and indeed, suffer from psychosis.

NONE of these side effects excuse this monster's behaviour even if he did take it. He has been a sexual predator since he was a teenager. Even if he had been abusing ice for every assault, it would not be the drugs fault!!! In fact, it would make any reasonable person stop/find alternate ways of coping so as to prevent harm to others.

Separate to discussing this monster, it is however fact, that the additional use of ice for creatures like AEB can create agitated/aggressive responses on top of their already inhumane violent behaviour which AEB was unwilling to change with or without drugs being brought into it.

I'm absolutely not blaming the drug, I'm well aware that its still the individual, however I was answering a question asked by another poster and I also think its important for people to know how drugs can affect people.

Sources told the Sunday Herald Sun the 14-page review was written by the board&#8217;s then chairman, Justice Simon Whelan.

It details where it failed in its management of Bayley, who was on parole at the time he killed 29-year-old Jill.
