Police should be able to track mobile phone even when it is switched off and phone can be turned into listening device by cops but that is kinda known.
I don't know what else Optus engeneer has up his sleeve that is so secretive, criminals already treat phones as planted bugs.

The mobile phones belonging to Borce Ristevski and his wife Karen were detected on the day she went missing, but a telecommunications expert has been unable to pinpoint exactly where the phones were that day or why they were deactivated.


The court heard last week the Ristevskis’ phones pinged telecommunications towers that morning, before the phones were deactivated.

But on Monday the complexities and uncertainties of tracking mobile phones were outlined by electronics engineer Oleg Prypoten, a senior technical expert with Optus.


He said Optus could track phones if they were on, even if they were sitting idle and not being used to make or receive calls or text messages or access the internet.

Police cannot track a phone that is switched off, unless the specific handset has been previously hacked & special software installed.

IMO because they lost the suppression order they haven't brought that part into evidence. They probably have enough to get to trial and if required they will use it then.

Oleg Prypoten was today grilled by the defence in the Melbourne Magistrate’s Court, asked complex questions focusing on phone records with data extracted from both Mr Ristevski and wife Karen’s mobile phones.

Detectives allege Mr Ristevski switched his phone off as he drove past the Calder Racetrack in June 2016, but Mrs Ristevski’s phone kept connecting with phone towers as far as Gisborne.

Details of the phones’ connectivity was scrutinised today, with questions about how much detail Optus phone records could go into.

The defence asked, “Can a phone receive a signal for a cell that is 30 or 50km away?”

Mr Prypoten responded: “Yes”, adding for Optus customers located in the city, mobiles can connect with cells 20km away, and up to 35km away in regional areas.

Police attempted to surpress all evidence heard in court today from the Optus expert, arguing Mr Prypoten’s evidence contained “sensitive police methodology” used in current and future criminal investigations.

But he questioned Mr Prypoten about a number of signal connections from Mr Ristevski’s phone that appeared to cast doubt on the accuracy of the data, including pings to a base station near Geelong.

“Did police raise with you that there was a connection … that didn’t fit in with their theory about what happened?” Mr Hallowes asked.

“Yes,” the Optus technician replied.

Media organisations opposed the application and on Monday magistrate Suzanne Cameron ruled not to impose a suppression order. That means media can report Mr Prypoten’s evidence.
Ms Cameron said Mr Prypoten’s evidence should be held to the same scrutiny as that of other experts, and that there was nothing unique in his evidence or that wasn’t known outside court. There should be a presumption in favour of open justice, she ruled.

But would he have time to go there???!!!

Similar seems to be also the assumption, relatives were driving around at certain times and helping in one way or the other ..... And strangely, we never heard again of them and probably will not in this case.

Hope more is found, on this topic, to support 'phone pings'.
Where was VR's phone at that time: pinging off same tower.
