Bondi Beach terror attack: Police facts tendered in court case shed new light on alleged gunmen

Police facts tendered to court in the first mention of alleged Bondi Beach terrorist Naveed Akram have shed new light on how cops think he and his father planned the massacre.

Police allege the pair loaded two single barrel shotguns, a Beretta rifle, homemade improvised explosive devices – three pipe bombs, a tennis ball bomb, and a large IED – and two Islamic State flags into a silver Hyundai Elantra before they made their way from a Campsie Airbnb to Bondi.

They did a preparatory trip on the 12/12/2025 & were captured on the bridge @ 21:31pm

Four ‘high-risk’ terrorists with jihadist beliefs are living in the NSW community

Four convicted terrorists with ISIS beliefs live in NSW under strict supervision orders after being deemed an “unacceptable risk” to the community.

Paraphrased:

The 4 individuals, who live in NSW, have been placed on Extended Supervision Orders (ESOs) by the Supreme Court after being deemed an “unacceptable risk” of committing another serious offence if they are not closely monitored. One individual's order expires in Nov 2026

Corrective Services NSW (CSNSW) says there are subjected to unannounced home visits, electronic monitoring, pre-approved movement schedules and curfews, drug and alcohol testing, and scrutiny of electronic devices including mobile phones and laptops.

Their supervision included AFP, NSW Police & CSNSW

So does this mean they have been charged with a crime and are out on parole? What risk to the community?

This is really alarming. If they have been deemed an “unacceptable risk” to the community, why on earth are they allowed to roam around in public?!

Bondi gunmen filmed 'firearms training' and threw explosives into crowd, court told

The Bondi gunman accused of killing 15 people conducted "firearms training" with his father in a regional area and recorded a video about their "justification" for the attack, according to documents released by a Sydney court.

It reveals allegations Naveed Akram and his father threw four improvised explosive devices (IED) towards the crowd in Archer Park — where a Jewish event was being held — when they arrived at the scene.

The court documents say that on Naveed Akram's phone, investigators have found "a number of relevant videos", which show the pair allegedly "adhered to a religiously motivated violent extremism ideology".

The Bondi gunman accused of killing 15 people conducted "firearms training" with his father in a regional area and recorded a video about their "justification" for the attack, according to documents released by a Sydney court.

In one video, dated late October, the accused and his father are seen "conducting firearms training in a countryside location, suspected to be in NSW" .

"The accused and his father are seen throughout the video firing shotguns and moving in a tactical manner," the alleged facts state.

Another video shows the men sitting in front of an image of an Islamic State flag with long-arm firearms.

In that footage, Naveed Akram is "recorded appearing to recite, in Arabic, a passage from the Quran".

The document states: "Following the recitation, both the accused and (his father) speak in English and make a number of statements regarding their motivation for the 'Bondi attack' and condemning the acts of 'Zionists'."

"In this video, the accused and (his father) recite their political and religious views and appear to summarise their justification for the Bondi terrorist attack."

A court last week placed an interim suppression order over the police statement of alleged facts, but new orders today paved the way for a redacted version of the document to be released.

It reveals allegations Naveed Akram and his father threw four improvised explosive devices (IED) towards the crowd in Archer Park — where a Jewish event was being held — when they arrived at the scene.”

They did not detonate, but police said the items were assessed as "viable".”

Prosecution of Naveed Akram

Date
19/12/2025 - 12:00pm

On 17 December 2025, the NSW Joint Counter Terrorism Team (JCTT) (comprising the New South Wales Police Force, the Australian Federal Police, the Australian Security Intelligence Organisation and the NSW Crime Commission) formally referred the prosecution of charges against Naveed Akram (the defendant) to the Office of the Director of Public Prosecutions (Cth) (CDPP).

The prosecution against the defendant relates to his alleged role in the Bondi Beach shootings on Sunday, 14 December 2025 (the JCTT investigation into those matters is called Operation Arques).

The CDPP recognises the high level of public interest in this matter and will provide regular prosecution updates.

Court Update

On 17 December 2025, the matter was before the Downing Centre Local Court. The defendant did not apply for bail and bail was formally refused. The court made an order for the brief of evidence to be served by 8 April 2026 and adjourned the matter to that date. The Court granted the prosecution application for an interim suppression order over the Statement of Facts until 22 December 2025. The order was made on the ground that it was necessary to prevent prejudice to the proper administration of justice noting that the police investigation is ongoing. The hearing of the suppression order application is listed on 22 December 2025.

On 18 December 2025, the Court lifted the suppression order over the Statement of Facts. Prior to public release of any materials, the prosecution has requested a hearing to determine an application for a non-publication order in relation to certain personal identification details on the court file. The matter is next listed on 22 December 2025.”

Attorney-general says cabinet has agreed to progress anti-hate speech package

The attorney-general, Michelle Rowland, says the federal cabinet has agreed to progress the new anti-hate speech legislative package, reiterating comments made by the prime minister.

Speaking at the same press conference with the prime minister, Rowland said:

The package will crack down on those who spread hate, division, and radicalisation in our community, and build upon the government’s existing hate speech laws.
Rowland said the legislative package will include the measures outlined by the prime minister last week, including:

  • An aggravated hate speech offence for preachers and leaders who promote or threaten violence against protected groups or members of groups.
  • Increased penalties for hate speech offences relating to advocating or threatening force or violence against protected groups or members of groups and their property.
  • Making hate an aggravating factor in sentencing in terms of a number of commonwealth crimes.
  • There will also be a new serious vilification offence that criminalises inciting hatred, which Rowland says the government will consult the Jewish community on.
  • Additionally, there will be a new aggravated offence targeting adults who seek to influence and radicalise children.

PM says he understands community anger as he announces reforms after Bondi

Anthony Albanese
says he feels responsibility for the pain felt by the Jewish community in the wake of last Sunday’s terrorist attack in Bondi.

The prime minister is holding a press conference in Canberra, saying the federal cabinet has just met for a second time since the mass shooting to discuss legislative reforms.

Albanese attended a vigil in Bondi yesterday, where he was booed by some people there.

He said:

Emotions were raw, and a lot of people in the community are hurting and angry. And some of that anger was directed towards me, and I understand that.

As prime minister, I feel the weight of responsibility for an atrocity that happened whilst I’m prime minister. And I’m sorry for what the Jewish community and our nation as a whole has experienced.
Among the changes being considered by cabinet are creating an aggravated offence for hate preaching advocating violence against protected groups, increasing penalties for existing offences for hate speech, making hate motivation a factor in sentencing for Commonwealth crimes, and making it a criminal offence to join, recruit or support listed prohibited hate organisations.

Albanese says the government is also considering changes to gun laws and will work with the states and territories on this.
