A bit more paraphrasing from the above link:

The Dad had a history of daily marijuana use and the relevant authorities supported for the children to spend more time with him however he had to undergo drug counselling.

The girls resided with the Mum and the boyfriend stayed over on a regular occassion.

There was an official report dated April 16, 2015 which stated “Peta’s household is currently chaotic, with clothing, toys and other items often strewn around the house. The children are at times late to school as the morning routine is chaotic.”

The children had a positive relationship with their mother and father, the report found.

A bit more from the above link:

Mr Coslovich had a history of daily marijuana use.

Authorities had advocated for the children to spend more time with their dad, who had agreed to undergo drug counselling.

But Nikki and her sisters remained in the care of their mother, and boyfriend John Torney regularly stayed over.

An official report, dated April 16, 2015, read: “Peta’s household is currently chaotic, with clothing, toys and other items often strewn around the house. The children are at times late to school as the morning routine is chaotic.”

The children had a positive relationship with their mother and father, the report found.

As most of us can't see the article....in your opinion who are they painting as the greatest threat to the children...

Still no answers in death of Mildura toddler Nikki Francis-Coslovich

August 27, 2015 - 4:51PM

Nino Bucci and Tammy Mills

Ms Francis was in a volatile relationship with John Torney, who lives in a separate house in Oram Court. Mr Torney has repeatedly posted on social media - as recently as June 1 - that he had broken off the relationship with Ms Francis, which started after she separated from Nikki's father in February.

Mr Torney is also a father, but it is not believed his children live with him in Oram Court.

Neighbours had been fearful of Mr Torney, who had lashed out at them previously.

He was due to face the Mildura Magistrates Court on Wednesday in relation to a criminal matter, and is listed to appear again in September. His alleged offending does not involve children.

Nicholas Coslovich, Nikki's father, also has an upcoming appearance in the same court, relating to a court-ordered diversion program.

He told Fairfax Media he was charged in relation to "smacking" Nikki's oldest sister, an offence that was reported to police when a teacher at the girl's primary school noticed a bruise on her leg.

He said he immediately regretted hurting his daughter and had done everything he could to make her feel better.

So obviously whatever the children's day to day circumstances were..... it was probably worst than a day to day parental supervision of a marijuana user..... no words.....

The reporting seems to be just that, reporting!

They are pretty much just stating the facts as told to them with no underlying opinions. Quite odd!!

I think probably that really either side could be picked to bits.

On one hand you have reports stating that the Father was concerned for there safety and had raised the issues with the relevant authorities but then there is another report stating that the very same person had physically assaulted one of the girls and was in a diversion program.

Nicholas Coslovich, Nikki's father, also has an upcoming appearance in the same court, relating to a court-ordered diversion program.

I think that there would have been allegations on both sides from both parties after the separation in relation to custody of the kids.

Just rereading that article and where it states that the "Authorities had advocated for the children to spend more time with their dad" it doesn't actually say how much time. They may have just been advocating for him to have supervised visits once a month or the like as opposed to custody.
