There is proof that he exists. That is all I want to say at this point. I am waiting to see how this plays out. I do respectfully disagree.
No offence taken. I have children with dyslexia. I deal with it everyday. I have multiple close relatives with it too. Maybe that's why I have this crazy theory. I have absolutely no evidence for it though.
I wonder if Caro might be able to track down people that worked at The Town Hotel way back then, and show then the comfit....and ask about a "Dipper".
I think "Andrew" hasn't lodged the birth certificate because he is a bit slack when it comes to that kind of stuff. All this fuss because he didn't lodge a form!! OMG!

How are you tracking down where he worked when he himself has not been found and Keli has no information except "finance" or "banking". Which is the same occupation she gave for baby #3 and I know for a fact that father was not in that field then or now.I wonder how much they would remember. Dipper might have been a work colleague. Track down where "Andrew" worked and someone might also remember Dipper too.
Keli went drinking at the Town Hall Hotel with her friends, her water polo team and her friend Lisa. It is hard to believe that no one saw her with "Andrew". I have a hunch she met him when she was there with Lisa and Lisa simply can't remember or was too drunk to remember. I find it easier to believe that it was when she was with her Uni friend, rather than her water polo team. More people in a water polo team. More people to notice something.

Righto'Tegan' would be 22. How would she go to school(s), get a drivers licence, get a tax file number, Centrelink, etc.. You can only get away with not having a birth certificate for so long before you *need* one. In this country anyway. Only explanation would be IF she was taken out of the country as a newborn and registered overseas.

Bar staff may remember seeing them or not. I just wonder that if he lived nearby in Wisbeach St, he may have been a local regular patron of the pub. What pub were his birthday drinks at again?
