I imagine the most likely answer would be yes, it is someone she knows or someone local. There's too much coincidence for it to be a tourist or someone that doesn't know the area. Think about what we know (or think we know)
1) The beach is often quiet, especially that end of Wangetti. I'm not local and I would not have known that if I hadn't read it since Toyah was found.
2) Toyah went there often, this was known to her family and would have been known by people close to her. (Who else could know? Possibly other dog walkers, people living on the beach for extended periods of time, could Toyah have suggested it as a walking spot to a former client at the shelter she worked at before the pharmacy? I feel we can rule Wangetti residents out as it was reported that they volunteered DNA samples at the very beginning)
3) The attack was 'frenzied'and she was left with 'violent and visible injuries' we know this usually means its personal, at least for the perp.
4) Police have asked for anyone that witnessed suspicious activity at Lake Placid on the 21st to come forward. They have done searches and said that 'items of interest' were found but they could not comment further. How well known is Lake Placid? I live in QLD and had never heard of it until last month. Is it a tourist attraction? Or is it somewhere that locals frequent more?
Things that point to it not being a local
1) No quick arrest and no confessions, the whole community is behind Toyahs family and the fight for justice so surely by now if it had been a local the police would have more to go on?
2) Police appealing for anyone that has felt uncomfortable because of another persons behaviour at a beach to come forward, quite a large area as well.
Things that point to the police having a suspect
1) No outright warnings that there is a killer out there, no constant patrols and no real sort of 'stay away from beaches'kind of thing. That could also be on the renewed focus to target the offenders behaviours rather than victim blaming but I would still expect more being said about the danger of walking alone.
2) The narrow time frame of the appeal for drivers. Could they have the details of Toyahs phones last pings?

Lake Placid is more of a local secret. I think it is not listed as a suburb in itself, but comes under Caravonica. The Barron Gorge Power Station is just up from it. The actual Barron Gorge is in Kuranda and is spectacular in the wet season, but usually a trickle in the drier season. Lake Placid is where the white water ride ends. There was (might still be there) a cafe and caravan park and a few cabins. The lake then turns into the Barron River and runs out to sea just north of Cairns near Machans Beach.
