Not responding to but jumping off your post, the Morcombe case although high profile was so different to WT's. The only thing similar is that it was one of those once in a decade/career crimes, but Daniel's abduction, assault and murder was almost textbook. It was understood quickly, that he had been abducted. I don't think there was ever any public suspicion about his family as there were many people who witnessed Daniel at the underpass the day he went missing, and he was seen near other people and vehichles. There were identikit photos of POI's and vehichle descriptions and later as we have come to find out, much information gathered in the 1st weeks of CSA's whereabout, it's just that the information was not followed up on for reasons unknown at present. I don't know when, but the Morcombes seemed to have understood that the worse possible case scenario had likely happened to their child and they had the courage of lions to stare down all the refuse that crossed their path to get to their child.
WT's case is extaordinary again, with other people's and government departments needs having competed for consideration in this missing child case. The circumstances around his custody make it nearly impossible for any close family biological or foster to effectively advocate for him. Due to the nature of his disappearance ( with the carers being the last to see him and trying to be granted his sister's sole guardians since his disappearance) I think a saint would be hard pressed to co-operate in these conditions and trust the authorities in this case.
