Going by Sixmaps and Google, it's one continuous lot between Laurel and Steinmetz. As Mr Chapman is an interested gardener, I suspect the block was overgrown before his period of residence and tidied up when he moved in. I think I'd want to see the back fence from the other side to conclude there is no gate. There is access (2010) where part of the fence has broken away (assuming someone is prepared to push through the vegetation) but it's too narrow to admit a car.

I did a Google walk down Steinmetz and I couldn’t see a gateway in the paling fence.

No. 30 is a (narrow) 913m2 block with boundaries of Laurel & Steinmetz.

I agree with Caroline Overington that police need to cordon off these kinds of incidents right away. Position an officer (or more if cordoning off several street directions) there to check vehicles and people as they come and go.
I am quite concerned that William could have been secreted out of the area right under the noses of the police.

LB: Earlier today during your electronically recorded witness statement, you told us that you stood on that top step with your hand on the rail, you saw something, you saw a car …
RC: The front of the car was just – you can see all the gravel that’s on the edge of the tar – the front of the car was about mid where that loose gravel is there, and what made me look up is that the gravel is so close to the edge of the drain, and the gravel was .. you can see how it runs down.
LB: What we might do, before we walk down there. Could you tell us which car it was you saw at this point?
RC: It was umm .. at the time I didn’t know what make it was but I believe it to be now a Toyota Landcruiser, an old model, a box type vehicle of a beige colour. Can you hear, hear me?
LB: Alright then. You and I might just take a walk down here so you can show me exactly where that vehicle was when you first saw it.
Video person: For recording purpose, I am now standing in the exact spot Mr Chapman was standing
RC: It was about here (about 10 feet from his walkway over the drain) very close to the edge
LB: For the purpose of the video recording, the position where Ron was standing on Laurel Street is where the front of the vehicle he’s just described was when he first saw it.
Okay Ron, I’ll get you to .. earlier today, in your recorded witness statement, you talked about a 2nd vehicle. Now you told us when you saw this 2nd vehicle, you made your way part way down this staircase. Can you show me where you were standing when you saw the 2nd vehicle?
RC: Between the 2nd and 3rd step, probably one foot on each step.
LB: Okay. So that’s the position you were when you saw a 2nd vehicle come around the corner. Is that right?
RC: Yes
LB: How long was it between the 1st vehicle and the 2nd vehicle?
RC: It would only have been a couple of seconds I should imagine.
LB: Is it a case the amount of time it took to get from the top step to where you’re standing now is how long it took between the 1st vehicle and the 2nd vehicle?
RC: Yes, the other car, you see standing here I can only just see out of the corner of my eye the other car sort of by the bin (just on the immediate other side of the driveway) and that’s when the other car cut the corner and came around
LB: Okay, so when you refer to the bin just a moment ago, that’s where the 1st vehicle was?
RC: Yes, otherwise I would have had to turn my head to see any further. That’s about where I could see out of the corner of my eye.
LB: So that vehicle was just there at that bin when you saw another vehicle come around the corner.
RC: That’s basically about 50-60 yards … umm, it’s probably only 40 yards.
LB: Okay that’s fine. Watching out for traffic, we’ll cross the road now and you can show the video where you saw the other car
Video person: For the purpose of the recording, I am now standing at the spot where Mr Chapman has indicated that he was standing
(In about a 1 min period, 5 cars have now driven past while walking to and from the other side of the road)
LB: Okay for the purpose of the video recording, that point where Ron was standing on the corner of Laurel Street and Batar Creek Road is where he first saw the 2nd vehicle coming around the corner. He’s indicated that he saw the driver’s side wheels of the vehicle almost on the grass as it took the corner on the wrong side of the road.
Ron, if I can just ask you to take up your position here when you saw that 2nd vehicle.
Can you now indicate for me, using your hands, the last point where you saw this 2nd vehicle?
RC: Around the same position as I last saw the 1st car. Around near the garbage bin. Because by the time I sort of get down (the steps) I virtually have my back to the car and walk across and lift up the lid (of the letterbox).
LB: Ron, when you saw that 2nd car, did you pause on the steps at any time, or did you keep walking down?
RC: I can’t remember stopping, I think I would have kept walking. Because I just thought it was a hoon .. driving or showing off, whatever .. he didn’t have anyone in the vehicle, and I didn’t see anything else, because of the tinted windows, at quarter to 11 the sun’s up at a nice .. and was shining down, that’s how I knew it was a male driver. Because I could see it was a man in the vehicle, I didn’t get a clear enough look ....

She writes quite a bit of stuff about foster children and has, it seems, for years.

Back in 2008 she was actually reporting on the need for privacy of foster children. That "leaking of home details puts foster kids at risk from parents".
By Sep 2015 (when, I think, she first mentioned the 'secret' about William) her stance had changed.

South Aussie and everyone ,sorry for breaking the thread I saw your earlier post,just been catching up as my notifications got spam and I was unable to keep up. The trouble about School Holidays and family are home during the holidays. But Home leaks which CO brings up in her article, has been a problem for years with the Foster Care. There has to be a major overhaul how things are handled in all areas.
I speak from experience not on one time and quite a few times my details were leaked, also a case of a girl which I will call C.

I am saying, in this case William's families were not involed as they have been cleared by the police.
But details being leaked from Welfare files does happen and happened for years.
But yet, I admit, there were parents who tried to find their children(for good reasons) got a blank wall.
Yet others today have manage to find them, even today none thing is 100% safe .

Even in Social Media, the Foster Family Details, Business Facebook have been revealed in certain groups. I even receive a text on my mobile over a year ago, claiming this was the details Of William FF.
I did not check it I just deleted text but I was stunned about it.

I will explain in my case( I am only going on my case from Records and siblings told me)
My parent, leaves myself and siblings in a children home. Welfare agrees parent unsuitable/unsafe has an anti social disorder finds in past records in other states parent is abusive, neglectful has committed on many times fraud we are sent to our Grandparents (Parent finds us within 6 months, siblings removed from Grandparents few years later we are separated.)
Go to Foster family J( Parent finds me) Two years moved to Children's Home, Parent Finds me) moved to another Home( Parent finds me)this time Welfare orders Parent away. Sent to another Foster Family Q although uses the Foster Family name Q, Parent finds me within two months tell FFQ interesting stories about me it makes my life hell. After a time I leave them move to a new home. After this, Parent goes off looking for other siblings and stirs up trouble for them and leaves me alone. About Foster Family Q, well parent and I were in contact in the mid 90's briefly,parent brought up FFQ( I never talked about them) due to a crime which was committed near my former Foster family Q home made hints of their involment. Contacted other siblings compared notes, we ended our contact with parent.
The girl who I shall call C, was a much tragic case happened much later than my history, I know her story due to the fact we were in the same home and today being part of a group who experiences in Homes and Welfare we do talk and share our history. She founded a support group in Western Australia due to what happened to her, she has retired moved inter state she was left very upset about the WA Redress and aftermath so I don't know what she is doing now, however the tragic event was in the Newspapers but her story at the time was left out.
C was a teenager who kept running away from home, the reason was she was being Sexually Abused by her Step Father, she listed as uncontrollable she was placed into a home, step father kept turning up, she moved to series of Foster homes, the Step father kept turning up , she tried to explain no one listened. Finally she was put in a home which he could not get access to her, again she tried to tell she was badly let down. Sometime in the home, her Mother contacted C telling her that she believed C as she just caught her Stepfather abusing her younger sibling. Mother was making arrangements for C to come home after she filed charges and seperation papers against the Step father. It never happened, the Stepfather shot and killed C Mother outside the Courthouse( was in the Newpapers) the home and welfare did not inform the police about the sexual abuse of both children. So the reporting at the time was he killed his wife in a fit of rage as she had left him. He served time, over 15 years before being deported to his birthplace.
C tried sometime ago to get her records,due to it nature she had to go through court, all she got was barely a few pages,rest of the records been destroyed or missing.

I can only imagine, if William's FP identities were publicly revealed the risk that it might put William's sister under from horrible perverted strangers.
Shame, shame, shame on those people who are spreading the FF identities around. Do they even think about what they are doing?? What risk they may be putting 'Lindsey' under?! How would they like it if it was their own child/ren this was happening to? I suspect some of these reckless, thoughtless people are not parents.

Someone that I know who is foster parenting has been told quite clearly to not put the child's image up on social media, and they are honouring that and not even speaking of the fostering (as also instructed), even though they are big SM users.

Hi South Aussie , stuff up the reply with your quote, my child snuck up on me, jumped ten feet into the air, not computer savey, how do you delete it this is the second time it has happened.
I know about the restriction about Social Media even as a foster child, different in my time but it was place there. Not allowed to do musical performances with class, do ballet/ performances be on debate/sport team in case my photos got shared.
It was very annoying but when I was old enough no longer on Welfare, I moved like an Elephant in Ballet Classes, I twinkled my toes across local theater groups, joined Shakespeare Debate( After that Richard 3, was banned or performed or even mentioned with the Shakespeare local group for some years)
Just thinking about as there were tough restrictions regarding foster family if Foster Family or extended members comes under court charges the children are removed. The FFQ I was removed from them(which I discovered in my records)was not due to complains from the school neighbours etc but they, the Welfare were informed that a member of the family was facing Court. Even though it was Children's Court the rules were applied and I was removed from them.

A thought just crossed my mind, it is rather a horrible one as I do look at memories of my past.
I know in my time foster children were easy target, as the Welfare does not like to be public as we saw in William case.
In my thoughts,William was grabbed by a person with bad/disgusting intention not just because he was a child, but a Foster Child, he was an easy target. It has been stated the people in the area knew William and Lindsay were Foster Children in a small town word does get around and to the wrong ears.
I believe if Lindsay had come out before William that fateful day we would be looking for Lindsay and William left with the shock of the loss of his sister.

Many People with bad intention would take an advantage due to Welfare Restrictions

In case many kids I heard/remember were sexual abused Welfare did none thing.
I, at the age of thirteen fought off an attack, I was punished for it. The boy's Mum demanded my punishment was still not good enough had me banned from certain parts of the school because her dear boy was so scared of me and that Welfare Girl(she called me) was trouble.She even came inside my Foster Family Q home four months later and insulted me saying I did damaged to School Property(Ripped up/torn down the Rose Bushes, really 1 they were native plants 2) me rip up Rose Bushes with my bare hands???)
This charming boy along with my FF Sibling the following year tormented me for over period of a few weeks, following me home pulling at their pants chanting that they were going to rape me. When they were confronted, my FF sibling said"She is Welfare. She is None thing I can do what ever I like to her. This was report to Welfare but none thing was done.
Sadly to a lot of people back twenty five years ago and more, if you were Welfare you belonged to the gutter.
I still face some people bigot attitude, from 40 years and up who had the cheek to question if I was a good parent.
I was one of the lucky one Leaving FFQ I was determined to forge my way in life
Many former Wards still suffer to these days from of their lost childhood.
