Correct me if I'm wrong but in order for someone in America to call someone in Mexico they would use this number as a prefix right?
I've done some research and I'm not finding anything consistent.
I wish these numbers had area codes. It would make solving this case easier.

I remember having to dial 01152 as a prefix to calling someone in Mexico.

Eliezer is a Hebrew name. I'd never heard of it. Not much to go on here, poor guy.

Instead of ‘01152’ I read ‘0,152’… but what could it mean? I’ve found several Eliezers in Arizona, but that doesn’t help at this stage…

I've come across many Hispanic men named Eliezer (or variant spellings). I wouldn't say it's SUPER common but living in a city with a sizable Hispanic population it's a name I see often enough. There's nobody in NamUs named Eliezer that went missing pre-2003 though- If he was a migrant he may not have been reported missing to US authorities, or the name is connected to the person who owns the phone number/s.
