Just thought I would provide an update on the San Antonio adoption agency people NMK found an article on-- sorry for the long post -- basically I believe that illegal adoption is a lot more common than I would have thought a month ago
Recently NMK found the story from 2002 that involved the SA agency whose employee was charged with an international adoption scam -- the adoption agency itself was investigated, but I have found no charges (does not mean that the employee was not the patsy)-- What I wonder is why this employee charged would pay out of her own pocket the money they said she paid to the bio mothers -- do these people work on commission?

"The mother, Bxxxx Fxxx Lxxx of Monterrey, Mexico, said in a lawsuit filed in Webb County court that she was paid $500 for turning her child over to Mxxx Dxxxx Boxxx of Laredo.

Turns out that in 2005 the license was revoked for the agency, and they have not opened again, under the same name anyway
"Mxxxx Bxxxx’s conviction was not the basis for a decision to try to revoke Alamo's license, but it is fair to say that it was (symbolic of) some of the deficiencies our investigators found," [Dxxx Axxx] said, including lax record-keeping on how much birth mothers were being paid and how the money was spent"
San Antonio Express-News. San Antonio, Tex.: Mar 18, 2005. pg. 01.B (pro quest database)
Searching the previous address listed it came up with Associated Business Consultants now, owned by one of the previous owners of the Alamo adoption agency (the agency was made up of what looks like a married couple and their middle aged son and daughter in law)
Ironic, I think considering why their license was revoked that it seems it is now an accounting firm
Even if an adoption agency is legit it seems to me that it would not be that unusual for a “reputable” adoption agency to have a rogue employee as in this 2002 case in TX
Momtective posted a list of all of the adoption agencies in SA, but it seemed like a longer list than when I fill in San Antonio only in the search form on the Texas Family and Protective Services site

Could there be agencies not monitored by DFPS?
Even some of the agencies monitored have disturbing deficiencies noted in the DFPS reports IMO
