She may not be able to pass one. Do we know her real reason for not having custody of her older children? That could be it right there. she may not have been able to even pass the background check. Isn't there some kind of "abuse registry" of sorts? if you get called on, it automaticcally (sp?) goes on that site, for all states? to prevent crossing state lines, and getting away with it again?
It all depends on each state law. But in most states a potential adoptive person would have to be finger printed for or name is run through, Child abuse Registry, State Criminal and FBI. I do believe in 99% of the states they have to clear the child abuse registry. In my Catholic Church, in order to teach Religious ED, I have to submit to the child abuse registry once a year.
