The parents of Harmony Victoria Dozier took her from state care around 11:30 a.m. on Wednesday and fled from the area of 35th Avenue and Dunlap Road in Phoenix, police said on Thursday. Her parents' names are Tiffany Ivory Moore and Kenneth Gaylord Dozier.

DCS said Harmony could be in serious harm. The agency issued a Be On the LookOut (BOLO) Alert.Harmony was in the custody of the state, along with her sibling, because of a felony child abuse investigation. They had been in state care since December of 2017.

The pair lost custody of Harmony during the investigation. Police released photos of Harmony and the two adults, noting the photo of Moore is several years old.

Harmony was in state care because of allegations of “severe child abuse committed upon her sibling by her mother and father.”

It is not known where they might be headed.

The department believes Harmony’s health and safety is at risk of serious harm and a Maricopa County judge has issued an immediate order to recover her from her birth parents.

Harmony is described as a 2-foot-tall African-American girl who weighs about 28 pounds and has black hair and brown eyes. She was last seen wearing a long-sleeved blue T-shirt with white polka dots and blue and gray pants with flowers.

Tiffany is described as a 30-year old woman who is 5-foot, 3-inches-tall and 250 pounds with brown eyes and red hair. Kenneth is described as a 30-year-old man who is 6’4″ with brown eyes and black hair.

Those monsters- they severely abused her older sibling and then take this poor baby to God knows where, for what reason? To hurt her, too?

Harmony Dozier and her parents were safely located in the Las Vegas area, according to the Phoenix Police Department.
