But think about it-Imagine how it would look if the hospital did NOT jump on board? I mean for the hospital?

Shelby, if they jumped on board, with full approval and were wrong ~ it would look even worse.

I'm sure their support was approved at the highest level, the CEO weighed all risks, and they agreed to go with the support. Since they are making all of these contributions and fund raising activities under the auspices of the hospital's name, I have no doubt that they fully support Becky.

They are not half-stepping! If they didn't believe in her they would take the much easier way out for themselves and remain discreetly silent. moo.

My sister has custody of her Grandson (CA). Mom and Dad were both using drugs, there was some neglect but no physical abuse.

I have recently adopted my granddaughter but her parents were adults with drug addictions. I am wondering if parents are charged with abuse when their children use drugs?

If you had any idea what hoops must be jumped through for a very long time, you would be surprised. I know what the RN board required, not sure of LPN, but RN requirements are almost impossible to comply with because they also dictate where and when you can work. the restrictions/requirements are mind-blowing! (I've never had reason to be in one of the programs).

Nope, not surprised. Billie's reinstatement hearing is accessible on line. Shows all the terms of her probation. It is very restrictive, as it should be. I said LPN by mistake, she is an LVN.

Are you an RN? My niece is an RN at Phoenix Children's Hospital

For anyone just logging in, we should probably note that there is NO evidence of any kind of substance abuse as being the reason one of the parents is no longer with children, or allowed to contact them...it is a theory some are exploring...JMO

Absolutely, there is no evidence whatsoever that Becky is anything another other than a wonderful caring mother and everything I have said it speculation and not based on anything other than opinion.

With LE indicating that they gained new info as recently as yesterday...I think this will turn out to be something very specific and damaging, not to do with alcohol, grieving, possible suicidal threats or gestures, etc...more on the lines of something they just learned from one of the boys or from the current custodial parent...just my opinion and I doubt we will learn much more, if anything, tonight. Rats.

So sad to hear about this sort of thing, I freaking HATE drugs they destroy people, rob them of their soul and will to live and make them walk on their own mothers for ten dollars. I have a neice who is an addict and I loved one for a long time until I realized that demon was stronger than I was and it was going to beat me and beat me and beat me and never let up and I would lose in the end. Had to walk away, she died of an overdose not long after =/

Police: Celis parents living separately; 1 parent not allowed contact

Tucson police tell KGUN9 News the siblings of 6-year-old Isabel Celis, missing for 21 days, are now in the custody of one parent and the other parent is not allowed to see them. TPD clarified the family's situation and custody matters late Friday night, but would not say which parent--Sergio or Rebecca--has custody.
TPD said the developments leading to the custody change are “significant." Those developments also have Ariz. Child Protective Services taking an active role in the case.

The laws vary by state of exactly what abuse/neglect is and the wording of the laws can leave a lot of leeway for CPS to do a safety plan. I have not read Arizona's laws on child abuse so I do not know if it is the case there. Where I live, the fact that a safety plan is in effect means abuse and/or neglect has been substantiated.

I have never heard of parents of children who use illegal drugs being charged with child abuse UNLESS said parent gave them the drugs. Do you know of any?

I want to explain the process for those who may not know. CPS has the authority to remove children from the home, if, after investigating a referral, they find a serious risk to the health, safety and welfare of the children.

Their authority to remove the child is not the same as a court order. The analogy would be that LE has the authority to arrest but only the state has the authority to prosecute. CPS, like LE, are agents of the state and have the authority to temporarily remove a child, if the deem there exists an imminent risk to the safety of the child.

After they remove a child, a court case will be opened up in the state's juvenile dependency court. This is different from a family law case where two parents are fighting over custody, or a guardianship case which, in my state, is handled in probate court. That's when any interested party may seek guardianship over a child who needs it.

Incidentally, Kyron Horman's sister's case did NOT involve a CPS type agency. The dad sought orders from family court in connection with a divorce action, and received them.

In a juvenile dependency action, after the court case is opened up, there will typically be an initial hearing to determine if the state should have custody of the child in question. If so, the temporary removal becomes authorized via a court order, not just the emergency powers of CPS.

Then, later, there will be additional hearings to determine whether the child can go back to the parents, should be released to another family member or guardian (like a step-parent), or should be placed into the foster care system with an eye to severing the parental relationship permanently.

CPS can use its emergency authority to remove a child from a parent and place the physical custody of the child with another parent who is deemed safe. That typically occurs in divorce or similar situations where the parents are not together. In such a case, the child remains the ward of the state, or in protective custody, even though physically, they are with a different parent, and it will remain that way until the court process is finished. In such a case, the parental rights of one parent could be severed and the case closed with the child being released to the other parent. But this takes well over a year.

There is another scenario, which could be at play here. CPS could determine that there is a risk to the safety of a child due to various things. As many have mentioned, that could be the case if LE is called out due to serious domestic violence, and when they come, they determine the violence was so severe that the children's safety is compromised by being exposed to such a situation. In that case, CPS could state to the victim parent, "Listen, you need to move out or seek a DV protective order or we will yank your kids." If the victim-parent agrees to those terms, CPS will not take the children.

However, I really don't think that's what happened in this case. MSM is stating there is a no contact order. CPS does not issue court orders. They have no power to. They do have the power to temporarily take a child into protective custody, though, and then release physical possession of a child to another parent, as long as that parent keeps the child away from the dangerous parent or agrees to other conditions. If they do not agree, the child is placed elsewhere, pending court hearings. I think that is what is likely here.

And that indicates to me that LE conferred with CPS and as a result, CPS has serious concerns about the safety of the boys in one parent's care. Why? I don't know. But if it was a DV case, like battery, or threats to harm, we would already see an arrest, which is why I don't think that's the case.

I'm sorry...both my sisters are addicts...one recovering, one not. It's SO HARD to help them until they want to help themselves, there's just nothing you an do.

To be fair, this may have to do with one of the Celis' not doing well under all the stress Isabel's disappearance brought about. One of them may have lost it with one of the boys in some way. Has nothing at all to do with her disappearance.

But under the circumstances, it just looks bad. I am still on the fence with the parents. I want to believe them, I really do.

LOL see my name, I'm already tired so I won't be here too much longer. I've been through too many of these Friday and Saturday bombshells then nothing happens till the next week.

I'm wondering if one of them was dealing and that's why Isabel was taken? I can't imagine either of them doing that though? This is one conundrum that's for sure.

I may be wrong and of course I realize the odds are not in my favor but I wont be eating any crow if it IS the father simply because I take the position I am taking due to the fact that my profession prevents me from jumping to conclusions without knowing the facts, I have seen too much weird **** over the years to know that things are rarely what they seem to be.

Exactly! This couple told us they are a very close loving family. I have my doubts on that.
