On October 22, 1988, in the early evening Betsy Owens was playing volleyball at the local school in Pauingassi, Manitoba. At approximately 11:00 pm Betsy left the school with her boyfriend, returning to his residence. Betsy was last seen by her boyfriend the following morning when she left his home. Despite several searches, Miss. Owens has not been found. An extensive investigation was conducted at the time and again in 1996-1997. Betsy's whereabouts remain unknown.

[Betsy's sister Valerie] Leveque says there should be a national inquiry into missing and murdered indigenous girls and women and that way, the ones who have met those fates can rest in peace.

Joe Owens is Leveque’s common-law spouse. He was 28 years old when Betsy disappeared. He relayed detailed rumours that he says have been circulating for years to the CBC during an interview in 2015, saying the First Nation’s climate of mystery is influenced by community suspicion.

“We always say ‘why can’t this case be resolved?’” he said.

“I’m not saying that they’re [Winnipeg RCMP] not doing their job, but I don’t think we see enough of this... to be... investigated.”

He says he would like to see investigators in the community on a monthly basis, and he wants them to search Fishing Lake, the body of water that surrounds the community.

Perhaps then, Joe says, Betsy’s sisters can find closure; something their parents never got. “Their father... his wish was the body can be discovered so it can be buried properly. That’s what the old man said,” Joe told the CBC.

“But he passed on last year, so his wishes, he never seen his wishes.”
