Without a body or remains, it's harder to make a case. And now, with Misty and Tommy in jail and looking at long prison terms, there's not the urgency there would have been with those two on the streets. (For those of you who suspect Ron was involved, the same point holds true for him.)
I give LE in this case a lot of credit for keeping the case active and trying to get the people who know what happened to talk. Remember, too, we don't know what any of these people are saying behind the jailhouse door, or who else in their network of family and friends may be talking as well. It's been 15 months and we can at least say that LE appears to be certain the Haleigh is dead and that two Individuals (at least) know what happened. Just as in every other case, we are never going to know everything--even if Misty finally talks, it's unlikely that she tell the truth about her own motives for what she did and has done since that night. Lots of urban cases go unsolved, as well, in terms of what the public is told. I give the people working this case a lot of credit for getting this far and not giving up.
