That's a big drop from Murder 1. I presume that it's because her body was too decomposed to determine the manner or cause of death. So did they or didn't they ever have enough evidence to charge him with Murder 1?

Unfortunately, if they only think her life was worth 17, I don't see her remains coming anywhere close.
