This was a hard read, I’ve been following this case elsewhere. I cannot believe a man would do that to his own child. I hope he is not only tried and convicted, but experiences a painful dose of prison justice as well.

It's both.

It is incest because they are biologically related. There's no implication of consent by using the word incest.

And actually, the incest bit is important, because it's the part they can actually prove without her testimony. They have a SART kit that proves a crime happened. His DNA from her body. It might be what gets this case to a courtroom.
