As of 6 pm Abidjan is still missing:

“They are still actively searching for this person,” Inglewood police Lt. Jacqueline Layne said. “They haven’t found any signs of foul play. They also haven’t located any signs of this person.”

Police officers have “really gone all out” in searching for Outtara, Layne said. Officers conducted a grid search of the surrounding area, notified neighboring law enforcement agencies, checked security video footage and passed his photo to train and bus drivers.

“Our concern is to make sure there was no foul play,” Layne said. “As of right now, we haven’t found any information to lead us to believe there is any foul play.”

Also they say he only has the hand/forearm impairment, that he has no mental impairment, but reiterated he only speaks French.

This is one thing I'd suspect they're still looking into making sure is not the case:

“We don’t know if he has any family in the area that his team didn’t know about,” Layne said.

And more details about Andi - who it seems also was unassisted in his having gone missing:

Another athlete, Andi Gusmari, a 44-year-old bowler from Albania, disappeared Sunday and took a bus to Northern California, police said. Gusmari walked into a Hayward police station on Monday.

And not only had the teams been released from the LA Special Olympic 'jurisdiction' when this happened, but most had already even left LA entirely.

About 6,500 athletes participated in the Special Olympics World Games in Los Angeles during the past week. Most delegations departed Los Angeles on Monday.

This makes the whole thing about TWO going missing from Ivory Coast show there seems to be a new system even more significant.

There were 63 total athletes from Ivory Coast.

How many coaches would you expect for that number?

With two having gone missing, and Canada saying they, at least, had 4-5 athletes per coach/chaperone, I figured they'd probably have only had 15 or so for a group of 63 athletes from Ivory Coast.

The actual number? 31!

Athletes – 62
Coaches/Staff – 31

And Abidjan was 1 of 4 who played golf.

That means there were essentially only 2 athletes per coach!

That's an amazing ratio!

With that, and then knowing that whatever portion of the Ivory Coast delegation that did not travel the day before when Sihon's group were at the airport, were staying in suites at the hotel when Abidjan went missing make the case with him look more like massive negligence.

You'd think if part of your group at least had to delay for a missing athlete when Sihon strayed, and that given it wasn't like they were sorely underrepresented staffing wise, you'd be making darn sure you were going above and beyond in keeping track of them after that!

Interestingly, the mission of the Ivory Coast delegation seems to indicate all their athletes DO have some degree of intellectual disability as well, no?

I used to have a neighbor from Ivory Coast and he had the same last name, and he was friends with another guy from Ivory Coast who had the same last name but was no relation.

Probably it's a pretty common name in those parts.

No updates to be found since more than a week ago.

A few people have been asking the LA media outlets for an update on twitter and in article comments, but nothing so far. (One is persistent! Makes me think it's someone who is a WSer. LOL)
