Another good idea. Then checking all the phones that pinged at that time in that area would be a big task but it has yielded results in the past. MOO
I think this can be expanded further by factoring in near instinctual human behavior, commuting hours and cell phones:
In responses to threats (in this case arrest) or stress, most people instinctually retreat to a place of safety. This is usually their home. They then rest, collect themselves and figure out what to do next.
The 55 at 0815 is almost all commuters as people leave their homes to go to work. As a result, most cell phone pings should show a progression from a residential neighborhood to a commercial area.
The rage shooting could have been followed by a instinctual flight back home. So..... data mine for pings showing a sudden "turn around" and a return to the residential area where the pattern originated.
Going back into human behavior.....
Most criminals, naturally, want to escape from the scene of their crime. In flight mode, the entire highway could be perceived as the scene of the crime. So..... look for a ping pattern showing a sudden exit from the highway, then taking surface streets.
The ping pattern could also indicate apparent destination changes as the shooter thought of where to flee to, and how to get there. The end destination could even be a commercial area (work), or to account for the shooter driving through, taking another highway to a distant area. The key is a sudden exit and taking surface streets.
