Carrie's NamUs page was taken down on Friday. Their case is affected by the Executive Order targeting transgender/gender variant missing/unidentified persons on NamUs. Their case cannot be found when searching the database at namus.gov but it is still available here:

Has she been found? Any idea why it is Buffalo, NY, that investigates this case and not California??

I don't think they've been found. For about a week the cases of transgender/gender nonconforming individuals were taken down from NamUs following an Executive Order from the POTUS, but have been reinstated.
On Carrie's NamUs profile it says the investigating agency is Oakland PD, not sure where the Buffalo, NY comes from. Perhaps it was changed to Oakland at some point?

Why is New York involved at all if they disappeared from California and lived in Cali, any idea…? Thank you for taking the time.

I don’t know if NY is or was involved. NamUs says Cali, only Charley Project says NY and I don’t know where they took that information from. It could have been listed as NY on NamUs at some point, but if it was, it has since been changed to California. I tried Googling to see if there’s any mention of NY anywhere else but nothing came up so I don’t know what to say..
